Exemptions. <br />During a time of declared emergency the mayor may, by executive order, direct the <br />transportation of materials from a transfer station to a landfill as deemed practicable and <br />necessary." <br />SECTION 2. If any provision of this ordinance, or the application thereof to any person <br />or circumstance is held invalid, such invalidity shall not affect other provisions or applications of <br />the ordinance which can be given effect without the invalid provision or application, and to this <br />end, the provisions of this ordinance are declared to be severable. <br />SECTION 3.
