(i) Any person, not a member of Council, who is disrespectful to the Council or any <br /> Committee by any disorderly or contemptuous behavior in its presence or who <br /> disrupts the exercise of any legislator's function, may be removed from the <br /> meeting at the discretion of the Chairperson. <br /> (j) Any person who does not abide by these rules may be ruled out of order by the <br /> Chairperson. <br /> 3. Video Testimony. Video statements from any member of the public shall abide by <br /> the following: <br /> ial The same rules, except for 2(b), apply to video testimony as currently apply to <br /> oral testimony contained in Paragraph 2 above. <br /> No one individual may submit video testimony for more than five people <br /> (themselves included) on any one agenda item at a Committee/Council meeting. <br /> L The submission of video testimony will only be allowed at the physical location of <br /> the Committee/Council meeting. <br /> fin The submission of video testimony must be received by Council staff by 12 noon <br /> the previous business day of the meeting in order to provide staff sufficient time <br /> to test the presentation equipment for video compatibility. <br /> Council staff shall not be held responsible for the quality of the video provided. <br /> If the video is damaged or is unable to be presented properly, the <br /> Committee/Council meeting will continue without interruption. <br /> [3}4. Nothing in this rule shall diminish the responsibility or the authority of the Chairperson to <br /> maintain order and decorum. <br /> [4] 5. Council Members shall refrain from making comments or asking questions of testifiers <br /> during statements from the public. All deliberation and discussion on an agenda item must take <br /> place after the item has been read into the record and a motion is pending on the floor. A <br /> Council Member may, however, request that a person presenting public testimony on an agenda <br /> item be available for questions during subsequent discussion. <br /> 2 <br />
