No. 274-12 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai <br /> TIME: 9:08 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 274-12, reports as follows: <br /> Resolution No. 274-12, transmitted jointly with Bill No. 278, by Finance Director Nancy Crawford <br /> via Communication No. 772, dated June 28, 2012, authorizes the Mayor to enter into an agreement <br /> with the State of Hawai Department of Health, Alcohol and Drug Abuse Division, in order to <br /> commence this program. <br /> The State of Hawai`i Department of Health, Alcohol and Drug Abuse Division (ADAD) is providing <br /> funds for the purpose of supporting the Police Department's efforts to conduct enforcement <br /> operations of minors purchasing tobacco. The department will conduct a minimum of six <br /> enforcement operations, using plain clothes officers to observe purchase attempts by minors and to <br /> cite any retail store which makes an illegal sale to a minor. They will also establish procedures to <br /> orient and supervise youth and adult volunteers to ensure their safety and compliance with <br /> operational procedures and assign planning and supervisory staff to ensure that operations are carried <br /> out in accordance with State law and Hawai County Police Department procedures. <br /> Pursuant to Section 46-7, Hawaii Revised Statutes, County Departments must obtain the consent of <br /> the Council to enter into agreements with the Federal or State governments respecting action to be <br /> taken pursuant to any of the powers granted by law to furnish, expend and receive any funds or other <br /> assistance in connection with projects being or to be undertaken pursuant to those powers. <br /> There was no discussion on this measure. <br /> Your Committee on Finance is in accord with the purpose and intent of Resolution No. 274-12, and <br /> recommends its adoption. <br /> dkr <br /> AYES NOES A&E EX Respectfully submitted, <br /> BLAS X <br /> FORD X COMMITTEE ON FINANCE <br /> HOFFMANN X <br /> IKEDA X <br /> ONISHI X <br /> 3/ 7sZ—9/1*L- <br /> PILAGO X <br /> SMART X BRENDA FORD, CHAIR <br /> YAGONG X FC REPORT NO. 234 <br /> YOSHIMOTO X ADOPTED: AUG 0 1 2012 <br />
