No. 755/Bill No. 268 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 2:07 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Public Works and Parks and Recreation, to which was referred Bill No. 268, <br /> reports as follows: <br /> Bill No. 268, transmitted by Public Works Director Warren H. W. Lee, via Communication <br /> No. 755, dated June 7, 2012, amends Chapter 24, Article 10, Division 2, Section 24-264, <br /> Schedule 12 (Stop intersections), subsection(c), by adding a new item and renumbered as <br /> required: "( ) East Puainako Street/Ohuohu Street intersection, all approaches." <br /> The amendment, based on the East Maka`ala Mixed Use Development Traffic Impact <br /> Analysis Report, recommended that the subject intersection be converted to an all-way stop <br /> when the traffic volumes warrant it. <br /> Department of Public Works Traffic Division Chief Ron Thiel informed your committee <br /> members that while there are numerous requests for all-way stops only a few are ever <br /> implemented because the process for meeting all the safety concerns and justifications can't <br /> be met. This request, however, met all of the requirements, prerequisites and community <br /> scrutiny.
