LETTER REPORT: PILOT STUDY ON LONG- HAULING TO WEST HAWAII SANITARY LANDFILL
July 25, 2012
Since 1992, various studies have recommended more than one alternative for the disposal of solid
waste in Hawai'i County. Among the recommendations in the 2002 Updated Integrated Resources and
Solid Waste Management Plan (IRSWMP), two of the recommendations stated "construct no new
landfills in East Hawaii ", and "procure a waste reduction facility for the East Hawaii waste stream using
either mass -burn waste -to- energy, thermal gasification, or anaerobic digestion technology ".
Subsequent to adoption of the 2002 Updated IRSWMP, the County issued two (2) requests for proposals
(RFP) for construction of a waste reduction facility. The first RFP issued in 2004 was cancelled by the
County prior to award. The second RFP was issued in 2006 and later awarded to Wheelabrator
Technologies for the construction of a mass -burn waste -to- energy facility at the County -owned South
Hilo Sanitary Landfill (SHSL). In 2008, due to higher than anticipated construction and operation costs,
the County Council rejected the second RFP.
The 2009 Updated IRSWMP made residual management strategy recommendations including evaluating
the feasibility and cost - effectiveness of developing a new lined landfill adjacent to the SHSL site and
long- hauling solid waste to the West Hawaii Sanitary Landfill (WHSL) site taking into account hauling
operations, haul routes, traffic issues and equipment acquisition plans.
In 2011, the Department of Environmental Management executed a contract with R.W. Beck to perform
this evaluation and provide a report. The Hilo Landfill Feasibility Study (HLFS) report was finalized in
March 28, 2012 which evaluated the technical, economic, environmental, socioeconomic and
regulatory /permitting feasibility of landfilling adjacent to the SHSL. R.W. Beck updated and refined the
planning level cost estimates presented in the 2009 Updated IRSWMP for landfilling and long- hauling
from SHSL to WHSL. As summarized in R.W. Beck's report, the resulting net cost for landfilling ranged
from $70 /ton to $130 /ton (excluded were financing costs) depending upon the method of leachate
treatment. The resulting net cost for long- hauling ranged from $53 /ton to $57 /ton depending on
variations in individual cost components of loading and hauling. This also included the estimated
savings derived from a lower disposal rate for landfilling the east side tonnage at WHSL. If the cost
savings for landfilling at WHSL are excluded, the net cost for long- hauling would range from $67 /ton to
$ 71 /to n.
R.W. Beck's opinion was that while technically feasible, permitting and land use constraints, and
leachate management issues made design and permitting of a landfill expansion impractical and
uneconomical. Moreover, based on the updated and refined planning level cost estimates, long- hauling
from SHSL to WHSL was a potentially feasible and more cost - effective disposal alternative. The report's
final recommendation was to update the February 2004 traffic impact assessment prepared for the Final
Environmental Impact Statement for the East Hawaii Regional Sort Station.

In January of 2012, the Department of Environmental Management, Solid Waste Division conducted a
long -haul pilot study between East Hawaii and the WHSL which is operated by Waste Management,
Inc., under contract with the County of Hawaii. The purpose of the study was to field test the hauling
assumptions and verify the planning -level cost estimates presented in the HLFS report. The intent was
to collect a sufficient amount of data on a short -term basis and it was determined that 3 months was an
adequate amount of time to field test the hauling assumptions.
The purpose of the long -haul pilot study was to:
1. Field test the hauling assumptions made in the HLFS report by obtaining the following field data and
comparing it to data in the HFLS report:
• Fuel consumption
• Fuel cost
• Travel time
• Travel distance
• Travel route
• Tonnage per trip
• Trips per day
2. Determine effect of additional solid waste volumes from East Hawaii on disposal fees at WHSL (see
note below on disposal fees).
3. Derive an estimated annual cost of hauling WHSL using pilot study projections.
4. Evaluate the impact of long- hauling on traffic and the environment.
Note: Unlike the SHSL which is operated by the County of Hawaii, Waste Management, Inc. (WMI) is contracted
with the County of Hawaii to operate the WHSL. WMI receives payment for their services by charging the County
a per ton disposal fee at a rate that is based upon the average daily incoming tonnage for that whole month. It is
on a sliding scale such that the more the tonnage, the less the disposal fee charged to the County.

The long -haul pilot study was initiated on January 27, 2012, and was conducted six (6) days a week
through April 28, 2012. Each day, a total of four (4) SWD equipment operators were assigned as truck
drivers at the Hilo baseyard. One equipment operator on light duty maintained data and two (2) SWD
supervisors scheduled the drivers' daily assignments. Workers drove between the hours of 6:30 am and
5:00 pm.
Refuse collection trailers from the transfer stations located south of the Hilo baseyard — Volcano,
Glenwood, Kalapana, Pahoa and Kea'au — were hauled to the Hilo baseyard where they were parked
overnight and hauled to the WHSL at Pu'uanahulu the next day. Refuse collection trailers from the two

(2) transfer stations located north of the Hilo baseyard — Papa'ikou and Honomu — were hauled directly
from the transfer stations to the WHSL.
One round trip constitutes a single load being transferred to WHSL. Depending upon driver availability
and the amount of refuse to be hauled to WHSL on a given day, each driver completed up to two (2)
round trips daily resulting in a daily average of four (4) round trips between the total number of drivers.
Overall, round trips per day varied between one (1) and (9). Average road time for each driver was four
(4) hours per round trip. Drivers hauling refuse collection trailers to WHSL were responsible for
emptying, cleaning and hauling the trailer back to the Hilo baseyard, or to Papa'ikou and Honomu
transfer stations on the same day.
A total of 24 trailers with 70 and 100 cubic yard (c.y.) capacities were used in the pilot project. The 100 -
c.y. trailers which do not have built -in compactor units are only at the Pahoa transfer station site. All 70-
c.y. trailers are equipped with built -in compactors.
All trips were made along the Hamakua Coast (see Figure 1). This route was considered to be the safer
route for long- hauling until upgrades to the Saddle Road portion closest to Kona can be completed.

Performance Data:
During the pilot study period, drivers made a total of 303 trips over 75 days and hauled a total of 4,155
tons of solid waste from east side to WHSL. Table 1 shows a comparison of average data between the
HLFS assumption values and the field -based values derived during the 3 -month pilot study. Table A in
the Appendix A shows additional field -based values with details recorded during the course of the pilot
study. The road time value is the sum of each driver's time (averaging four (4) drivers per day) spent on
the road traveling to and from WHSL. A total of 14,261 gallons of fuel was expended during the pilot
study for a total fuel cost of $59,277, at an average per gallon cost of $4.16.

Estimated Pilot Study Cost & Annual Projected Cost Data:
A line item of costs are shown in Tables A and B within Appendix B. The labor cost including fringe
benefits is comprised of regular and overtime costs of $9,587 and $37,676. The fuel /oil cost of $59,277
is from Table A within Appendix A. The maintenance /tires cost of $10,008 is a percentage estimate of

the annual operating cost budget for maintaining the number of trucks and trailers used during the pilot
study period. A disposal fee reduction of $183,102 was recognized at WHSL due to the increased
volume of solid waste at WSHL during the pilot study period. The fee was based upon 2012 tiered rates
for solid waste disposal fees agreed upon between Waste Management, Inc. and the County of Hawaii.
For the annual projected cost data in Table B, most of the values, except for fuel /oil, stayed constant
with the data in the HLFS projections. The operating days and the average values for miles per trip, cost
per gallon of fuel and the miles per gallon of fuel used differed from the assumptions in the HLFS report.
Also, the disposal fee reduction during the HLFS reporting was based on 2011 tiered rates for solid waste
disposal fees.
DISCUSSION
As a result of the effects of offsetting costs by the disposal fee reduction at WHSL, the net cost of long -
hauling 4,155 tons of solid waste from East Hawaii to WHSL over the pilot study period of 75 days was
$148,010 which yields a hauling cost $35.62/ton. Because this 4,155 tons of solid waste was not
processed at the SHSL, it can be perceived that there was an avoided cost of $353,175 (based upon a
landfill operating cost of $85 /ton for SHSL) resulting in a savings of $205,165, or $49.38/ton. Finally, it is
noted that no complaints were received by DEM during the Pilot Study field test period.
In the annual projected cost scenario, the assumptions in the HLFS report generally conform to the data
collected during the Pilot Study field test. Although fuel and oil were significantly higher in the Pilot
Study field test, there was an offset to the operating cost by greater disposal fee reductions at WHSL
due to a greater volume price break. The estimated annual projected net cost for hauling all of East
Hawaii solid waste to WHSL under the HLFS projection is $3.34M per year or $53.23 per ton; and under
the Pilot Study projection is $3.28M per year or $51.71 per ton.
The "average tons per load" in the Pilot Study data was significantly less than the value in the HLFS
report. This would indicate that improvements to the compaction efforts and usage of particular types
of trailers will be necessary to minimize the resulting number of trips taken and therefore the cost of
hauling for a full -scale operation.
The annual projected cost of long- hauling at full -scale is expected to range between $52 to $71 per ton,
depending on individual component in loading and hauling, and whether a savings on volume price
breaks are included.
The East Hawaii Sort Station Traffic Study should be updated to properly assess additional impacts if
long- hauling were pursued.
As of this report, no final decision on a waste management alternative will be made without public
input.

BACKGROUND
1. Since 1992 - Various studies have recommended more than
one alternative for the disposal of solid waste in Hawaii
County.
2. 2002 — Integrated Resources and Solid Waste Management
Plan (IRSWMP) recommended that County pursue waste-to-
energy (WTEJ proposal. RFP issued in 2007.
3. 2008 — WTE proposal rejected by Council as being too
costly.
4. 2009 — For long -term solid waste management for East
Hawaii, updated IRSWMP recommended the evaluation of
hauling rubbish to WHSL and building a lined landfill in Hilo.
5. 2011 — DEM executed contract with R.W. Beck to perform
this evaluation.

6. 2012 — Hilo Landfill Feasibility Study (HLFS) compared
costs of building and operating a new landfill in Hilo with
hauling waste to the WHSL. The HLFS concluded that
hauling is the more cost - effective alternative.
7. 2012 — DEM conducted a pilot study to field -test the
hauling assumptions made in the HLFS.
8. 2012 — DEM determined that all of Hawaii County's
annual rubbish totals to 63,446 tons in East Hawaii (205
tons / day ; and 103,009 tons in West Hawai 'i 332 tons /day
based on FY 2010 -11 information. The average total daily
tonnage for East and West Hawaii is 537 tons / day.
9. 2012 — The County's island -wide estimate to collect, haul,
and dispose of rubbish is $137 per ton.

The Hilo Landfill Feasibility Study (HLFS)
The 2012 HLFS prepared by R.W. Beck concluded the
following:
• "While it is technically feasible to operate a landfill adjacent to the
existing South Hilo Sanitary Landfill (SHSL), it is neither practical nor
economically sound to proceed with design and permitting a landfill
expansion in Hilo."
• The HLFS further stated that "based on our cost estimates, trucking
and disposal of waste at the existing West Hawaii Sanitary Landfill
(WHSL) provides a potentially feasible and more cost - effective
disposal alternative."
• The costs of hauling to the WHSL are detailed in the 2012 HLFS.

The Hauling Pilot Study
The Hauling Pilot Study was conducted from January 27, 2012
through April 28, 2012 by the DEM.
Purposes of the Pilot Study:

2. Verify fuel usage, fuel consumption, fuel cost, travel time, travel
distance, travel route, tonnage per trip and trips per day;

Description of Field Test Procedure:

P5hoa, and Kea'au to Hilo for consolidation with Hilo's rubbish;
2. Refuse trailers from P5pa`ikou and Honomu hauled directly to WHSL;
3. Drivers made one or two trips to WHSL daily, depending on the
availability of driver and amount of refuse to be hauled;
4. Refuse trailers driven to WHSL were emptied, cleaned, then driven
back to Hilo;
5. All trips made by Solid Waste Division (SWD) employees;
6. All trips were made along the H5m5kua Coast;
7. Data for tire replacement, truck servicing, and repairs based on
annual budget amounts;
8. Drivers made a total of 303 trips on 75 days (average of 4 trips per
day), hauling a total of 4,155 tons of rubbish. Drivers made up to 9
trips per day.

Commercial haulers pay $85 /ton to dispose of their rubbish at the landfills in East and
West Hawaii. There is no charge for disposal of residential garbage.
East Hawaii: The County operates the SHSL.

Results:
i. The assumptions in the HLFS generally conform to the data from actual
field operations of the Pilot Study.
2. Although fuel and oil were significantly higher in the Pilot Study, it was
offset by greater disposal fee reductions at WHSL due to the volume
price break. Combining the waste from East Hawai' i and West Hawai' i
amounted to approximately the same cost per ton in both studies.
I The annual projected cost in the HLFS is $3.343 million, or $52.23/ton.
The annual projected cost in the Pilot Study is $3.281 million, or
$51.71 ton.

Conclusions:
1. The actual tons per load in the Pilot Study was significantly less than the
HLFS Study. This means that improvements in compaction and types of
trailers used will be necessary to minimize trips taken and cost of
hauling.
2. The East Hawai' i Sort Station Traffic Study should be updated to assess
additional impacts if hauling is pursued.
3. Projected cost of hauling to the WHSL is between $52 /ton and
$71 /ton, depending on whether savings on volume price breaks are
included.
4. Although hauling to the WHSL is the least costly of the three
alternatives discussed, no decision will be made without public
input.
