Wessel, Leinani
From: Fuata, Benedict
Sent: Saturday, August 11, 2012 11:43 AM
To: Wessel, Leinani
Cc: Kailiwai -Ray, Debralee; Takaba, Bill; Crawford, Nancy; Sako, Deanna
Subject: RE: Request for availability for upcoming August 14, 2012 Hawaii County Council Finance
Committee
Aloha Ms. Wessel,
I regret to inform you that I will be off island in Oahu on 14 August 2012 attending an Executive Hurricane Seminar with
Governor Abercrombie, MajGen Won, Mayor Kenoi , SCD Vice and staff, and the rest of the county mayors and civil'.
defense administrators. As a result, I will not be able to attend this meeting and humble decline your invitation to
participate in the upcoming August 14, 2012 Hawaii County Council Finance Committee meeting. Please convey my
+;c;ogies to Council Member Brenda Ford.
As for the Emergency Sirens, State Civil Defense (SCD) is overall responsible for the management, maintenance and
.g. The Hawaii County Civil Defense Agency (HCCDA) tests the sirens each month and maintains the official records
n outages and notifies SCD if there are any reported problems with any of the sirens that may require
rnaintenance and /or repairs.
The problem with the repair concerning the Hakalau siren is that it is an obsolete mechanical siren and the control box
was smashed by a drunk driver. The replacement of the obsolete controls is not feasible because replacement parts are
no ionger manufactured. The Hakalau siren is scheduled to be upgraded as part of the State's Siren Modernization
Project which will include a new pole, controls and communication system along with a new electronic siren array. We
expect this to be upgraded by the end of 2012. The funds for the upgrade will come from the state Capitol Improvement
ft ct funds for sirens.
With respect to the recovery of the costs associated with the damaged siren, that has been referred to the Attorney
General and it would be inappropriate to discuss it at this time.
Below is a generalized project listing showing the sites which are affected by the Siren Modernization CIP work. It needs
to he emphasized that the project is only partially funded at this point, and we are dependent on continued support
from the State Legislature to complete the effort.
(led Sirens for upgrade and add Total -28 Hilo Vicinity - 5 (2 are adds, 3- upgrades) Paauilo — 1 upgrade Honokaa — 1
Vaimea Vicinity 2 upgrade Waikoloa Vicinity - 6 (4 are adds, 2- upgrade) Kohala Vicinity - 2 sirens (2 are adds)
)a Vicinity - 2 upgrade Hopuloa — 1 add Hookena - 1 add Pahala — 1 upgrade Mountain View — 1 upgrade Hawaiian
Breaches — 1 upgrade Hawaiian Paradise Beach - 1 add Kapoho Vicinity - 2 (2 are adds) Waa Waa - 1 add
Unfunded Total = 36 sirens
Hilo Vicinity 9 adds
Haumakua Vicinity 2 adds
`vVaikoloa Vicinity 1 add
Kona Vicinity — 1 add
Ocean View Vicinity — 4 adds
euth of Hilo - 18 adds
ctfull
