Draft 2. <br /> Description of and reasons for changes: <br /> This bill contains two changes. <br /> 1. In section 1, "South" is added before Hilo. Reason: to be consistent with <br /> language in existing code. Source: Ordinance no. 96-163, effective 12/24/96. <br /> 2. In section 4, effective date was changed from 1/1/97 to "This ordinance shall take <br /> effect upon approval."
