Records. <br />Records shall be available for review by the public during normal business hours and <br />with reasonable advance notice." <br />SECTION 2. If any provision of this ordinance, or the application thereof to any person <br />or circumstance is held invalid, such invalidity shall not affect other provisions or applications of <br />the ordinance which can be given effect without the invalid provision or application, and to this <br />end, the provisions of this ordinance are declared to be severable. <br />SECTION 3.
