No. 800/13ill No. 286 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 2:34 p.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Environmental Management, to which was referred Bill 286, reports as <br />follows: <br />Bill No. 286, transmitted by Council Member Brittany Smart via Communication 800, dated <br />August 10, 2012, amends Chapter 20, Article 3 of the Hawaii County Code 1983 (2005 edition, <br />as amended), relating to disposal of commercial cooking oil waste and commercial fats, oils, <br />and greases in the County landfills. <br />This matter was on the August 14, 2012 Environmental Management Committee agenda, <br />however technical difficulties forced that hearing to be rescheduled. There were no public <br />testifiers on this bill. <br />Environmental Management Director Dora Beck, Solid Waste Chief Greg Goodale, and <br />Deputy Corporation Counsel Ivan Torigoe were present in the Hilo Chambers. The department <br />had submitted substantive comments to a previous version of this bill, which resulted in this Bill <br />286. <br />Ms. Smart stated the accompanying Communication 800. 1, dated August 14, 2012 transmits <br />amending language that further refines what was prohibited, and brought the language into <br />alignment with state definitions of fats, oils, and greases. Mr. Pilago moved and Mr. Hoffmann <br />seconded this amendment. It passed 6 - 0. <br />As amended, even with the mixing bulking amendments to solidify them, waste fats, oils, and <br />greases would now be prohibited. It was discussed that waste fats, oils, and greases had created <br />problems at a private wastewater treatment facility on the island in the past. These prohibited <br />materials are sought after by farmers, do it yourself bio -diesel consumers, and commercial <br />facilities that will process them into bio -fuel or compost them into useable soil amendments. <br />EMC Rept.
