---Twos per' COUNTY OF HAWAII -. -_--_ STATE OF HAWAII '+,t ,, Meµ.'- . ,.•.;r RESOLUTION NO. 304 12 A RESOLUTION AUTHORIZING THE CHAIRPERSON OF THE HAWAII COUNTY COUNCIL TO TAKE ALL NECESSARY ACTION TO ENROLL THE COUNTY INTO THE NATIONAL ASSOCIATION OF COUNTIES' DENTAL DISCOUNT CARD PROGRAM. WHEREAS, Hawai`i County is a member in good standing of the National Association of Counties (NACo); and WHEREAS, Hawai`i County currently participates in the NACo Prescription Discount Card Program (PDCP); and WHEREAS,NACo is offering a new Dental Discount Card Program (DDCP); and WHEREAS, the Centers for Disease Control and Prevention finds that nearly one-third of all adults in the United States have untreated tooth decay; and WHEREAS, the Centers for Disease Control and Prevention finds that one in seven adults aged 35 to 44 years has gum disease; and WHEREAS,this DDCP could reduce uninsured and under-insured County residents expenses by up to 50% on dental procedures including routine oral exams, cleanings, dentures, and crowns; and WHEREAS, the DDCP may provide 20% savings on normal fees for special procedures including endodontics, oral surgery, orthodontics, pediatric dentistry, periodontics, and prosthodontics, where available, for those who pay out of pocket for their health care; and WHEREAS, the DDCP will accept all Hawai`i County residents, can complement health insurance plans, work with health savings accounts, flexible spending accounts, and health reimbursement arrangements; and WHEREAS, the DDCP individual participants pay a $6.95 monthly fee or a $59 annual fee and the family rate is $8.95 per month or a$69 annual fee for access to participating providers who have agreed to give services at discounted rates; and WHEREAS, DDCP is not insurance and is not a Medicare Prescription Drug Plan; and WHEREAS,the DDCP can be used at participating dentists and specialists nationwide; now, therefore,
