CQ•_, ��Ji�i,. <br /> • <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> f7rE; r .?:�r•` <br /> OF•MF,d <br /> RESOLUTION NO. 279 12 <br /> (DRAFT 3) <br /> A RESOLUTION TO AMEND THE RULES OF PROCEDURE AND ORGANIZATION <br /> OF THE COUNCIL OF THE COUNTY OF HAWAII BY AMENDING RULE NO. 13, <br /> PUBLIC STATEMENTS AND TESTIMONY, RELATING TO VIDEO TESTIMONY. <br /> WHEREAS, the Rules of Procedure and Organization of the Council of the County of <br /> Hawai`i ("the Rules") govern the affairs of the Council of the County of Hawai`i ("Council"); <br /> and <br /> WHEREAS, the Rules were duly adopted as provided in Resolution No. 04-10, during <br /> the initial convening of the Council on December 6, 2010; and <br /> WHEREAS, the Rules were subsequently amended by: <br /> 1. Resolution No. 25-11, duly adopted by the Council on January 25, 2011; <br /> 2. Resolution No. 30-11, duly adopted on February 16, 2011; <br /> 3. Resolution No. 64-11 and Resolution No. 65-11, Draft 2, both duly adopted on <br /> May 4, 2011; <br /> 4. Resolution No. 113-11, Draft 2, Resolution No. 114-11, Draft 2, Resolution No. <br /> 115-11, Draft 2, and Resolution No. 122-11, all duly adopted on August 17, 2011; <br /> 5. Resolution No. 196-11, Draft 2, duly adopted on December 7, 2011; and <br /> 6. Resolution No. 269-12, Draft 2, duly adopted on July 3, 2012; and <br /> WHEREAS, the Council wishes to further amend the Rules to encourage and facilitate <br /> an ongoing effort for effective and efficient procedure and organization of the Legislative <br /> Branch; and <br /> WHEREAS, Rule No. 13 currently does not contain provisions for submission of video <br /> testimony; and <br /> WHEREAS, video testimony will take advantage of the capabilities inherent in modern <br /> day technology to expand opportunities for the public to actively participate in County <br /> government; and <br />
