Dear Hawaii County Council,
Regarding rezoning (Bi11178) RS10 to RM-3, TMK3/2-2-038:17.
Our Kino'ole Street neighborhood from Kawili Street to Puanako Street want this
zoning to be denied. Traffic and the danger to public safety is the main reason.
The road is narrow. There are no sidewalks so people can walk and bike with
safety. The old time residents who have lived here for 60 or more years think it
is a bad site.
Another thing to consider is how unsafe the apartment complex would be for the
tenants entering and exiting the complex and walking or riding bikes down the
street. Another 90 the maximum amount of people that could reside at the
complex plus their guests and 34 cars will increase the danger to all.
Everyone agreed that sidewalks be installed and a crosswalk at Ohia Street with
flashing lights be installed before any more development of any kind be granted
other than single family dwellings. Public safety and our quality of life for all is
what are neighborhood strives for.
Perhaps the entire County Council should take a walk as a group on Kino'ole
Street from Kawili Street to Puanako Street walking down on both sides of the
street around 4:00PM or so to see for yourself how unsafe Kino'ole Street is and
to also take a look at how unsafe the ingress and egress at the site is.
The petition states our position. There are 82 signers on the petition. I was able
to visit maybe half of the homes as people were gone or the property was
fenced and gated. I made a map that shows Kino'ole Street from Kawali Street to
Puanako Street that shows where 35 homes are located. The map did not show
the rest of the property addresses.

The site is a problematic site. Drainage, ingress and egress, old growth trees on
the property line, noise and nuisance for all.
With phase one of University Village being completed in 2013 with 300 beds
which sits on 5 acres of the 33 acre site. 5 more phases could be built in the
near future so there may be another 1500 beds in addition to the 300 so the
apartments are not that critical for student housing.
This is not student housing and yes in the future since it is an apartment
complex it could become section 8 or low income housing. Some people need to
show a loss for tax reasons and also tax credits and other types of credits are
given by the different government entities.
In regards to property value the closer to the complex the more property value
will drop.
Another factor for students and residents renting in the area is there cost of
housing will increase if the apartments are renting for more money per month
than current rentals are now renting for now.
The photos show how unsafe the road and shoulder is and how unsafe the
ingress and egress is compare to Tobi Hale, University Palms and Hale Haumanu.
I would not oppose the lot being split into 2 TMK's but not 3 or 4. 3 or 4 TMK's
will make the site to dense and the same issues will occur.
Mr. Onishi as our county councilman please honor our wishes and deny this
rezoning. We elected you to keep our neighborhood safe and residential.
I hope with the evidence presented the County Council will vote 9 to zero to
deny this rezoning.

c Staff, upon reviewing the provided documents and visiting the location, has the following
concerns.
1 andi The location of this development is surrounded by single family residential homes across the
street and on both sides of the complex. There is the likelihood that this complex will generate
police nuisance calls such as loud party and loud noise complaints affecting the quality of life of
residents living nearby.
The roadway has one lane for traffic in each direction and traffic in this area is constant with
high traffic flow during the morning and afternoon hours.
The parking area in the preliminary site plan identifies over 20 vehicle parking stalls. The plan
calls for 14 three-bedroom apartments to provide housing for University of Hawaii-Hilo students.
If this complex is built, it will have the potential to house more than 42 students without providing
sufficient parking.
Once again, the increase in population density will affect traffic and quality of life for nearby
residents and may increase police calls for service to this area.

A groundbreaking ceremony was held today for the University Village
Phase I. The project, located on 33 acres fronting the University's main entrance on Kawili Street, will
feature approximately 300 student housing units in apartments and suite-style residence halls.
The new units are the first to be built on campus since 1989, and are being financed by a $32 million
appropriation of G.O. and Revenue Bonds approved by the legislature. UH Hilo currently has just 600
housing units on campus serving an enrollment in excess of 4,100.
"This project will ensure our continued growth and development," said Chancellor Don Straney. "We
deeply appreciate the efforts of our Hawaii Island legislators along with the support of Governor Neil
Abercrombie that made this initiative possible."
In addition to servicing the University's growing enrollment, the new units will help create a supportive
living, learning community. Students from the sophomore class and above will be housed in the new
units, allowing the more centrally located housing on campus to be utilized for promising new student
success initiatives, like a freshman village.
"This gives UH Hilo a chance to distinguish itself as the State's residential campus and to be on the
leading edge nationally for promoting a positive student learning environment," said Luoluo Hong,
vice chancellor for student affairs.
Phase I will be housed in a 105,500 square-foot complex occupying approximately five acres. The
building will feature a trio of three-story residential wings comprised of two-bedroom units housing
302 students and a one-story Resident Life common area that interlocks with two exterior courtyards.
Other amenities will include a new parking lot and bike storage for residents.
The standard residential units measure 324 square-feet with a pair of 84 square-foot bedrooms,
bathroom and shower facilities and an entry lounge. A modified, standard two-bedroom unit that
complies with ADA standards will also be available.
The Resident Life component will provide a "home away from home" where residents can lounge and
mingle with each other as well as tend to their day-to-day activities. Key features include a laundry
area, mailing facilities, study/conference rooms, computer lab and pantries.
The development was planned and designed by Mitsunaga and Associates, Inc., (MAI) of Honolulu.
Albert C. Kobayashi, Inc. has been selected as the general contractor for the project, which is
expected to be completed in 2013.
Completion of Phase I will lay the groundwork for Phase II, a shared vision to develop a campus-
related commercial center. This initiative, planned and developed by the private sector, will create the
ambience of a college town that will complement both the University and Hilo community while
creating economic activity that affords opportunities for small businesses as well as workforce
development.

LOCATED AT 1623 KINOOLE STREET HILO, HAWAIII 96720
This bill will change the zoning of the lot to multi family dwellings from single
family dwelling to allow an apartment student and non student complex on the
lot. Up to 90 people could live there:plus traffic from visitors and guests. This will
endanger public safety and quality of life for our neighborhood on Kinoole Street
from Kawili Street to Puainako Street. Traffic and noise will increase at peak and
non peak hours. The complex driveway is unsafe to enter and exit. There is no
sidewalk and there is no crosswalk on our street. The University is building
Phase 1 housing to house 300 students in a safe location on 5 acres so student
housing is not critical. Low income housing could occur in the future Please sign
this petition to protect our public safety and quality of life. I do not want an
