This Corporation, from what I <br /> understand, is a State development corporation, passed into law by Act 55, 2011, <br /> attached to the Hawaii Department of Land and Natural Resources (DLNR). Its purpose <br /> is to develop public lands placed under the PLDC jurisdiction, including but not limited <br /> to existing open shoreline areas, conservation lands, agricultural lands, and small boat <br /> harbors, for commercial purposes to generate revenue for the State. <br /> The PLDC is the vehicle and sets the process "to make optimal economic, <br /> environmental, and social use of public land," including public recreation and visitor <br /> holiday destinations, through an "appropriate and culturally-sensitive" public land <br /> development program. <br /> The PLDC will identify public lands to be developed and maintained, conduct marketing <br /> analysis for generating best revenue, will enter into public-private development <br /> agreements, and will direct the development and financing of the selected public lands to <br /> be developed. <br /> My major concern is that this Act 55 gives the PLDC to much power through the DLNR. <br /> The PLDC can use State Statutes that supersede Hawaii County Ordinances to change or <br /> comply with this Corporations purposes. It appears that the Hawaii Clean Energy <br /> Programmatic Environmental Impact Statement (PEIS) suggests that the State of Hawaii <br /> use obsolete technology to create its energy resources and connect it with a smart grid, <br /> connecting all the Islands with a submarine power cable. The cable system is estimated <br /> to cost sixteen billion dollars. With this system any and all Islands could lose their power <br /> with the flick of a switch. 3,Z <br /> Comm. No. <br /> Ref.
