September 6, 2012 <br /> To the Hawaii County Council <br /> RE: Opposition to Bill 168, Mt.View rezone <br /> Aloha Council Members, <br /> When we purchased our home in 1994, St. Theresa's church across the road was <br /> a sleepy country congregation with 2 or 3 services a week. Who at that time had <br /> ever heard of charter schools or predicted their popularity? Now a charter <br /> school is leasing the church property and adding one class a year to it's school <br /> population. While future plans for the church property are not yet finalized, one <br /> thing is certain, traffic impacts to highway 11 have increased dramatically. One <br /> of the entrances to the Na Wai Ola school is directly across from Nichols Road. <br /> Anyone trying to enter or exit Nichols Road or the Mt. View Post Office during <br /> peak hours with school buses and post office traffic knows this area to be <br /> dangerous.As the school and the surrounding area grows in population the <br /> traffic hazards will only be compounded. <br /> And now the council is considering adding a commercial enterprise on a blind <br /> curve in this already traffic congested area. No one can predict how this <br /> business will evolve or what future business will be there with the possibility of <br /> greatly expanded commercial uses allowable in a cv zone. The DOT background <br /> report for this rezoning application reads "We have observed a trend in this <br /> "spot"type of re-zoning and land use changes in various areas in the county, and <br /> eventually the cumulative traffic impacts of the zone changes at build-out phase <br /> will adversely impact our nearby State highway facilities."We've submitted a <br /> petition with 51 signatures of area residents with their addresses who agree with <br /> this conclusion. <br /> When making your decision regarding Bill 168 please consider the long term <br /> impacts and unintended consequences for the Nichols Road neighborhood and <br /> the community at large. This application is NOT a special use permit and your <br /> decision will leave a permanent legacy.
