Ca <br /> COMMUNITY ASSOCIATION <br /> October 2,2012 <br /> Members of the County Council <br /> County of Hawaii <br /> 25 Aupuni Street <br /> Hilo Hawaii 96720 <br /> Re: Res 303-12 <br /> Dear Councilpersons: <br /> The Puako Community Association (PCA) requests that the County Council defer action <br /> on this agenda item for the following reasons: <br /> 1. The Public Land Development Corporation has not adopted its final rules nor has <br /> it published a Strategic Plan. <br /> We believe it is premature and improper for the County Council to take such drastic <br /> action at this time. <br /> 2. The PCA recognizes the value of the PLDC despite the public outcry over its alleged <br /> shortcomings. <br /> We see the PLDC as a unique vehicle to accomplish one of our most important <br /> Community goals which is memorialized in the South Kohala Community <br /> Development Plan. "The [Puako] forest must be protected from development." (Pg. <br /> 140 Strategy 3.3) There is a proposal to establish a honey bee preserve in the Puako <br /> Forest. We believe this is the highest and best use of the kiawe forest where world class <br /> honey originates. The PLDC can make this happen.
