50 E.Puainako Street,Hilo Hawaii 96720
Phone(808)959-4575,Fax(808)959-8050
KTA
SUPER STORES
Hawaii County Council
County of Hawaii
25 Aupuni Street
Hilo,Hawaii 96720
Re: Hawaii County Council Resolution No. 303-12
Dear Chairman Yagong and Hawaii County Council Members:
We understand the Public Land Development Corporation's(PLDC)mission is to create
partnerships between state and county agencies and departments, businesses, non-profit
organizations and community groups to improve our communities, create jobs and support
development that is sensitive to the cultural, historical and natural resources of the State of Hawaii.
We support the PLDC's mission and their efforts to partner with members of the public and to assist
state and county agencies to increase public benefit by reinvesting and enhancing state assets(i.e.
parks, schools, harbors, buildings, etc.). We further support working with the PLDC and believe that
positive economic impact for the people and State of Hawaii can result from public initiated projects.
The PLDC is now completing a public comment process in which it is addressing questions and
misconceptions expressed at community meetings held statewide. We believe this process should be
given a chance to be completed as it was designed. Anything less would impede a process designed
to ensure that every voice is heard—not just the most vocal among us.
The PLDC's next Board Meeting on October 11, 2012. The agenda will include requests to approve
(1)the PLDC Strategic Plan and(2)draft PLDC Administrative Rules that better communicate its
mission, goals and parameters with regard to environmental, historic preservation and land use.
Approval of the draft rules will allow the rules to go forward to public hearings. As these
agenda items will be heard in October,we ask that Resolution 303-12 be POSTPONED. This will
provide the public with information on PLDC's Strategic Plan and draft Administrative Rules and
allow further public input at future public hearings.
Thank you for this opportunity to provide testimony.
Sincerely,
Gk
Barry K. Taniguchi
President Comm. No. _ • 4' • 2
Ref. To:
Ref. Date OCT ' 01
