mt■-t x,43 <br /> BIA-HAW UI <br /> BUILDING INDUSTRY ASSOCIATION <br /> TESTIMONY TO THE HAWAI'I COUNTY COUNCIL <br /> Wednesday, October 3, 2012 <br /> 9:00 a.m. ' S <br /> Hawai'i County Building <br /> RE: Opposition to Resolution No. 303-12 <br /> Good morning Council Chair Yagong, Vice-Chair Pilago, and members of the Hawaii County <br /> Council: <br /> The Building Industry Association of Hawaii (BIA-Hawaii) is the voice of the construction <br /> industry and promotes its members through advocacy, education, and community outreach <br /> programs to enhance the quality of life for the people of Hawaii. BIA-Hawaii is a not-for-profit <br /> professional trade organization chartered in 1955 and affiliated with the National Association of <br /> Home Builders. <br /> BIA-Hawaii respectfully opposes Resolution No. 303-12, which proposes to urge the <br /> 2013 Hawai'i State Legislature to repeal Chamber 171C of the Hawai'i Revised Statutes (HRS) <br /> to effectively abolish the Public Land Development Corporation. <br /> During the 2011 Legislature, the Public Land Development Corporation (hereinafter <br /> "PLDC") was created by Bill 1555, which was signed into law as Act 55 by Governor Neil <br /> Abercrombie. Through public-private partnerships, the PLDC aims to improve state lands and <br /> generate revenues for the Department of Land and Natural Resources, all while protecting <br /> cultural and natural resources. <br /> The PLDC is currently undergoing their rule-making process, has received public <br /> testimony statewide, and is responding to questions and concerns raised during public hearings. <br /> To further address public concern and misconception, Governor Abercrombie has requested <br /> that the PLDC adopt a strategic plan that defines its priority and scope. <br /> The PLDC Board of Directors will meet on October 11, 2012. The agenda includes the <br /> request to approve the(1) PLDC Strategic Plan and (2) draft PLDC Administrative Rules that <br /> better communicate its mission, goals, and parameters with regard to environmental, historic <br /> preservation, and land use. Approval of the draft rules will allow the rules to go out for a public <br /> hearing, a minimum of 30 days after receiving Board approval. As these agenda items will be <br /> heard in October, we respectfully request the Council postpone its decision on Resolution 303- <br /> 12.
