WHEREAS, the bill for James Kawachika was not paid for more than 30 days after its <br />submission to the County of Hawaii, therefore, the Director of Finance appears to be in <br />violation of the State procurement laws; and <br />WHEREAS, since the requisition for Michael Matsukawa was denied, the Director of <br />Finance appears to be in violation of the State procurement laws; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it is <br />the policy of the Hawaii County Council that payment of all bills shall meet the timely <br />requirements of the Hawaii Revised Statutes, and that bills or invoices for professional services <br />provided by James Kawachika or Michael Matsukawa shall be paid within fifteen days of the <br />adoption of this resolution. <br />BE IT FURTHER RESOLVED that the requisitions written for professional services <br />requested by the Legislative Branch shall be immediately approved by the Director of Finance, <br />provided that funds are available in the Operations Budget of the Legislative Branch. <br />BE IT FURTHER RESOLVED that the Office of Corporation Counsel shall cease and <br />desist in obstructing the approval of the requisitions by the Director of Finance or the payment of <br />any bills or invoices for services rendered by James Kawachika or Michael Matsukawa. <br />BE IT FURTHER RESOLVED that Mayor William Kenoi shall instruct his <br />subordinates that bills rendered in good faith for professional services are required to be paid by <br />the County of Hawaii and that the Hawaii Revised Statutes and the Hawaii Administrative <br />Rules shall be followed. <br />BE IT FURTHER RESOLVED that bills or invoices provided by James Kawachika, <br />Attorney, or Michael Matsukawa, Attorney, for legal services rendered shall be paid within 30 <br />days of presentation, or if paid later than 30 days of presentation, interest shall accrue per the <br />Hawaii Revised Statutes. <br />
