WHEREAS, the bill for James Kawachika was not paid for more than 30 days after its submission to the County of Hawaii, therefore, the Director of Finance appears to be in violation of the State procurement laws; and WHEREAS, since the requisition for Michael Matsukawa was denied, the Director of Finance appears to be in violation of the State procurement laws; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it is the policy of the Hawaii County Council that payment of all bills shall meet the timely requirements of the Hawaii Revised Statutes, and that bills or invoices for professional services provided by James Kawachika or Michael Matsukawa shall be paid within fifteen days of the adoption of this resolution. BE IT FURTHER RESOLVED that the requisitions written for professional services requested by the Legislative Branch shall be immediately approved by the Director of Finance, provided that funds are available in the Operations Budget of the Legislative Branch. BE IT FURTHER RESOLVED that the Office of Corporation Counsel shall cease and desist in obstructing the approval of the requisitions by the Director of Finance or the payment of any bills or invoices for services rendered by James Kawachika or Michael Matsukawa. BE IT FURTHER RESOLVED that Mayor William Kenoi shall instruct his subordinates that bills rendered in good faith for professional services are required to be paid by the County of Hawaii and that the Hawaii Revised Statutes and the Hawaii Administrative Rules shall be followed. BE IT FURTHER RESOLVED that bills or invoices provided by James Kawachika, Attorney, or Michael Matsukawa, Attorney, for legal services rendered shall be paid within 30 days of presentation, or if paid later than 30 days of presentation, interest shall accrue per the Hawaii Revised Statutes.
