No. 868.2/Bill No. 313, <br />(Draft 2) <br />Your Committee on Finance, to which was referred Bill No. 313, Draft 2, reports as follows: <br />Bill No. 313, Draft 2, transmitted by Council Member Donald Ikeda via Communication <br />No. 868.2, dated November 9, 2012, amends Ordinance No. 12-87, as amended, relating to <br />Public Improvements and Financing thereof for the Fiscal Year July 1, 2012 to June 30, 2013. <br />This bill adds the Public Works, Multi -Purpose Event Center project for $500,000 to the Capital <br />Budget. This project will provide for a large capacity multi-purpose center capable of holding <br />large events. <br />DEPARTMENT OF PUBLIC WORKS: <br />Multi -Purpose Event Center $ 500,000 <br />(110.199.5191.52) <br />Funds for this project shall be provided from: <br />General Obligation Bonds, Capital Projects Fund -Fund Balance and/or <br />Other Sources $ 500,000 <br />Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget <br />for this fiscal year by a two-thirds vote. <br />This matter was postponed on October 16, 2012 and November 8, 2012. <br />A proposed amendment was transmitted via Communication 868.1 by Council Member Donald <br />Ikeda, dated October 15, 2012. The amendment was approved unanimously. Mr. Ikeda stated <br />the need for larger facilities in Hilo due to annual Merrie Monarch, graduations, et cetera. The <br />Afook Chinen Hilo Civic Center is unable to accommodate these events and its large number of <br />people in attendance. Council Member Ikeda wanted to reiterate that adding this project to the <br />CIP list is only a "wish list" and does not mean that the project will get funded for the next <br />budget cycle. <br />Council Member Ford expressed concern with Bill No. 313, stating that during these prudent <br />fiscal times, all projects that are not related to public health and safety should not be supported. <br />She further stated that West Hawaii does not have any large capacity multi-purpose center. <br />FC Report No. 277 <br />
