..4t1,7,51..... <br /> COUNTY OF HAWAII -•• 6,' /. ._ - STATE OF HAWAII <br /> ,TE OF•N'� ' <br /> RESOLUTION NO. 22 13 <br /> A RESOLUTION AMENDING THE RULES OF PROCEDURE AND ORGANIZATION <br /> OF THE COUNCIL OF THE COUNTY OF HAWAII BY AMENDING RULE NO. 24, <br /> RELATING TO SUBMISSION OF ITEMS FOR PLACEMENT ON COUNCIL AND <br /> COMMITTEE AGENDAS. <br /> WHEREAS, the Rules of Procedure and Organization of the Council of the County of <br /> Hawai`i ("the Rules") govern the affairs of the Council of the County of Hawai`i ("Council"); <br /> and <br /> WHEREAS, the Rules were duly adopted as provided in Resolution No. 04-12, Draft 2, <br /> during the initial convening of the Council on December 3, 2012; and <br /> WHEREAS, Rule No. 24 (Rules and Resolutions), currently provides that any item for <br /> placement on a Committee or Council agenda must be submitted by 12 noon of the ninth <br /> business day preceding the day of the Committee meeting and tenth business day preceding the <br /> day of the Council meeting; and <br /> WHEREAS, the current deadlines of nine days for submittals to Committee meeting <br /> agendas and ten days for submittals to Council meeting agendas may create a situation in which <br /> deadlines occur on Committee and Council meeting days; and <br /> WHEREAS, deadlines occurring on meeting days cause great difficulty for staff <br /> members that manage procedural operations; and <br /> WHEREAS, in the interest of careful consideration and timely processing of all <br /> submittals in preparing Council Committee and County Council meeting agendas, Rule No. 24 <br /> (Bills and Resolutions), Section 1(b) of the Rules is amended to read as follows (material to be <br /> deleted is bracketed and stricken through, material to be added is underscored): <br /> "(b) In order to be considered for placement on the Council or Committee agenda, all <br /> new bills, resolutions, petitions, and other communications shall be filed with the <br /> Clerk by 12 noon of: <br /> (1) The [ninth] twelfth business day preceding the day of the Committee meeting; or <br /> (2) The [tenth] thirteenth business day preceding the day of the Council meeting. <br /> New bills, resolutions, petitions, and communications received later than said times <br /> shall be placed on the agenda of next respective committee or Council meeting, <br /> as the case may be." ; now, therefore, <br />
