No. 9/Res.No. 14-13 <br /> PLACE: Council Chambers <br /> Kona, Hawai`i <br /> TIME: 2:31 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Resolution No.14-13, reports as follows: <br /> Resolution No. 14-13, transmitted by Council Member Brenda Ford via Communication No. 9, dated <br /> November 29, 2012, resolves that all Council Members be provided a mileage allowance reimbursement <br /> on a per-mile basis for the use of a privately owned automobile on official County business. <br /> The majority of the Council Members prefer that there be an option to select either a flat rate or a <br /> mileage reimbursement plan. Members expressed that the County could benefit in cost savings by <br /> providing both choices to the Council Members. Adopting Resolution No. 14-13 would prohibit this <br /> flexibility and restrict the Council Chair to amend the flat rate. <br /> Pursuant to Chapter 2, Section 2-101(b), Hawai'i County Code, compensation for use of private <br /> automobile (a) Mileage Allowance, a department head may authorize any officer or employee over <br /> whom the department head has administrative supervision to use privately owned automobiles on <br /> official business on a mileage allowance basis when publicly owned vehicles are not available or are <br /> impractical to use. <br /> Your Committee on Finance is not in accord with the purpose and intent of Resolution No. 14-13, and <br /> forwards it to Council with a negative recommendation. <br /> sc <br /> AYES NOES A&E EX Respectfully submitted, <br /> EOFF X <br /> FORD x COMMITTEE ON FINANCE <br /> ILAGAN X <br /> KANUHA X j <br /> KERN X <br /> ONISHI X �,� ; <br /> POINDEXTER x VALERIE T.
