No. 8/Bill No. 3 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 1:00 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Planning, to which was referred Bill No. 3, reports as follows: <br /> Bill No. 3, transmitted by Mayor Billy Kenoi, via Communication No. 8, dated <br /> November 26, 2012, amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 <br /> (Zoning Code) of the Hawai`i County Code 1983 (2005 Edition),by changing the District <br /> Classification from Single-Family Residential— 10,000 square feet (RS-10) to Limited Industrial <br /> —20,000 square feet (ML-20) at Waiakea, South Hilo, Hawai`i, covered by tax map key 2-2- <br /> 035:045. <br /> Mayor William P. Kenoi is transmitting the above bill and enclosures, with a favorable <br /> recommendation from the Windward Planning Commission. The applicant wishes to establish <br /> an office and parking for a tour operation. The existing dwelling will be converted into an <br /> office; and parking for the mini buses, vans, and employees will be on-site. <br /> As the former Windward Planning Commission Chair, Chair Kern informed Committee <br /> Members that while he will continue to facilitate the meeting, he would not be participating in <br /> the discussion on this item and would abstain from the vote. <br /> As the County Council representative for the district, Council Member Onishi urged support for <br /> this item. Council Member Ford expressed concerns with sewer connections and wastewater <br /> disposal, informing members that the parcel under consideration is in a"critical wastewater <br /> disposal area" and that the Department of Environmental Management recommends hook up to a <br /> sewer line. Planning Director Bobby Jean Leithead Todd informed members that the nearest <br /> sewer line is 300 feet away at Hualani Street and therefore hook up from this parcel is not <br /> feasible at this time. <br /> Report No. 3 <br />
