REPORT OF THE COMMITTEE ON FINANCE DATE: January 8, 2013 Re: Comm.No. 38 PLACE: Council Chambers Hilo, Hawaii TIME: 2:40 p.m. Council Chair and Members Hawai`i County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Communication No. 38, reports as follows: Communication 38,transmitted by Mayor William P. Kenoi, dated December 17, 2012, requests review and favorable recommendation of the nomination of Mr. Michael B. Sumja of Council District 9 to the County of Hawaii Salary Commission. A lifelong resident of Hawai`i, Mr. Sumja was a consultant and Chief Executive Officer with Lee, Jackson & Bowe from 1970 to 1990. He is a member of the North Hawaii Drug Free Coalition and was a former member of the Hawai`i County Tax Board of Review and the Police Commission. He states that he is a Democrat. If confirmed, he will serve a term to end on December 31, 2014. Ms. Charmaine Shigemura, Executive Assistant to Mayor Kenoi, came forward with Nominee Sumja. She provided background information, expressed the Mayor's support, and requested Council's favorable action of this appointment. Chair Poindexter and Council Members Ilagan, Onishi, Willie, and Yoshimoto expressed support of Mr. Sumja's appointment. Pursuant to Article XIII, §13-28(a), Hawai`i County Charter, the salary of all county elected officials and appointed directors and deputy directors of departments and executive agencies shall be established by a salary commission, which shall consist of nine members appointed by the mayor with the approval of the council. Your Committee on Finance is in accord with the purpose and intent of Communication No. 38, and recommends confirmation of the appointment of Mr. Michael B. Sumja to the County of Hawaii Salary Commission.
