REPORT OF THE COMMITTEE ON FINANCE DATE: January 8, 2013 Re: Comm. No. 58/Res. No. 35-13 PLACE: Council Chambers Hilo, Hawai`i TIME: 2:40 p.m. Council Chair and Members Hawai`i County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 35-13, reports as follows: Resolution No. 35-13, transmitted by Finance Director Nancy Crawford, via Communication No. 58, dated December 21, 2012, authorizes the payment of funds of a later fiscal year and of more than one fiscal year for a multi-year lease for two (2) fire apparatus (fire trucks) for the Hawai`i Fire Department. These apparatus are to replace Engine 15 at the North Kohala Fire Station and Engine 9 at the Waimea Fire Station, which are over 20 years old, thereby suffering from increased maintenance costs, down time and unreliability. The anticipated total cost to lease the two trucks is $23,500 per month. Assistant Fire Chief Glen Honda and Accountant IV Robert Belcher, from the Fire Department, appeared before Your Committee for questions. They explained that the County will own the two fire trucks outright in five years. Ms. Ford requested an update of the Fire Department's apparatus chart, stating that it would be helpful knowledge for the Council. Pursuant to Section 10-11, Hawaii County Charter, any contract, lease or other obligation requiring payment of funds from the appropriations of a later fiscal year or of more than one fiscal year shall be made or approved by resolution.
