The Planning Director recommended: (1) An unfavorable recommendation on Bill 291; and (2) A favorable recommendation of the Planning Director's proposed bill relating to PUDs. The Windward Planning Commission voted to send to the County Council: (1) An unfavorable recommendation on Bill 291; and (2) A favorable recommendation on the Planning Director's proposed bill relating to PUDs. With this unfavorable recommendation of Bill No. 291, we are also enclosing for your information a copy of the Planning Director's Background and Recommendation which addresses both Bill No. 291 and her proposed bill. The Leeward Planning Commission will hear the Planning Director's proposed bill relating to PUDs at its February 2013 meeting. Therefore, we request that the County Council hold action on Bill 291 until the Leeward Planning Commission has had an opportunity to act on the Planning Director's proposed bill. At that time, we will also formally forward the Windward Planning Commission's favorable recommendation on the Planning Director's proposed bill along with the transcripts for both hearings, so that the Council may consider action on both these related bills, along with recommendations of both Planning Commissions.
