Dear Chairman Onishi and Committee Members:
It is my pleasure to submit for your confirmation the appointment of Clayton S. Honma as
County of Hawai'i Director of Parks and Recreation, pursuant to the requirements of the Charter
of the County of Hawai'i.
Mr. Honma served as the County of Hawai'i Deputy Director of Parks and Recreation from
December 2008 to December 3, 2012. During this period he worked effectively within the Parks
and Recreation leadership and the administration in overseeing County Parks and Recreation
operations island-wide.
Pursuant to Rule 5(6) (g) of the Rules of Procedure and Organization of the Council of the
County of Hawai'i, we respectfully request a waiver of this nomination through Committee so
that it may be considered by the full Council on February 6, 2013. Mr. Honma has been serving
as Acting Director of Parks and Recreation since December 3, 2012.

Managed the foodservice equipment and supply operations for the Big Island branch. Responsibilities
included supervision of drivers, warehouse and office staff. Managed the budget for payroll, sales, operation

by 15% and operational expenses decreased by 8%. Improvements to the facility, equipment and technology were
made. Staff changes were made to build a team dedicated to working towards expansion.

Managed the produce operations in East Hawaii, duties included purchasing and selling local and mainland
products, supervision of employees in the receiving, selection and delivery of produce. During the first year as
assistant produce manager, sales increased 80% over 1998 and 20% over 1999 in the year 2000. Supported and
worked directly with Frozen Foods Distributor Sales Representatives to maintain and add additional accounts.
Worked hard to develop positive working relationships with both farmers and suppliers.

Assisted customers through menu analysis, portion costing, sampling, broker/manufacturer ride-withs and
consultative selling. Customer base consisted of entrepreneurs, food establishments including fine dining

prospective customers, merchandising and serving as a member of the annual food show planning committee.
Gross sales increased annually at an average of 10%for five consecutive years.

responsibilities for the warehouse staff.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Governmental Relations and Economic Development to the full
Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore
advantageous that approval is granted and the matter be placed onto the next Council agenda for
review. However, in the event this request is denied, for whatever reason, I understand the
matter shall be referred to the Committee on Governmental Relations and Economic
Development for placement on its future agenda.
