No. 66/Bill,No. 19 <br /> PLACE: Council Chambers <br /> Kona, Hawai`i <br /> TIME: 1:01 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Planning, to which was referred Bill No. 19, reports as follows: <br /> Bill No. 19,transmitted by Mayor William P.Kenoi, via Communication No. 66, dated <br /> December 14, 2012, amends the State Land Use Boundaries Maps for the County of Hawai`i by <br /> changing the district classification from the Agricultural to the Urban district at Waikoloa, South <br /> Kohala, Hawai`i (applicant: Hawaiian Riverbend, LLC) (Area: 14.622 acres). <br /> Mayor Kenoi is transmitting the above bills and enclosures with a favorable recommendation <br /> from the Leeward Planning Commission. The applicant wishes to develop a commercial <br /> shopping complex at the intersection of Waikoloa Road and Painolo Avenue. <br /> The applicant, Hawai`i Riverbend, LLC, was represented by Mr. Sidney Fuke who passed out <br /> maps of the project site, provided a brief summary of the history of the property and answered <br /> questions from committee members. Committee members expressed concerns with traffic <br /> interruptions and congestion during and after construction, the lack of parks, the lack of multi- <br /> modal facilities, and the availability of water to the area. Mr. Fuke explained that the applicant <br /> will be constructing a roundabout prior to occupancy,conveying an 11 acre site to the county for <br /> development as a park and possibly conveying a portion to the Waikoloa Community <br /> Association, and stated that the applicant has worked with the.Department of Water supply and <br /> obtained the necessary water commitments for the project. <br /> Council member Ford requested Mr. Fitzgerald from the Department of Parks and Recreation be <br /> present to address the issue of parks in the project area when the bill is discussed at the Council <br /> meeting. <br /> PC Rept.: 10 <br />
