No. 66/Bill No. 20 PLACE: Council Chambers Kona, Hawai`i TIME: 1:01 p.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Planning, to which was referred Bill No. 20, reports as follows: Bill No. 20, transmitted by Mayor William P. Kenoi, via Communication No. 66, dated December 14, 2012, amends section 25-8-7 (North and South Kohala Zone Map), Article 8, Chapter 25 (Zoning Code) of the Hawaii County Code'1983 (2005 Edition), by changing the district classification from Agricultural—five acres (A-5a) to Village Commercial—20,000: square feet(CV-20) at Waikoloa, South Kohala,Hawai`i, covered by tax map key 6-8-002:021 (por) (applicant: Hawaiian Riverbend,LLC) (Area: 14.622 acres). Mayor William P. Kenoi is transmitting the above bills and enclosures with a favorable recommendation from the Leeward Planning Commission. The applicant wishes to develop a commercial shopping complex at the intersection of Waikoloa Road and Painolo Avenue. Mr. Sidney Fuke, representing the applicant Hawaiian Riverbend, LLC, explained that this rezoning request is necessary to develop the parcel. He also stated that condition (C)of this application requires the completion of a roundabout prior to the issuance of a certificate of occupancy and that condition(H)requires a multi-modal plan for the project site as well. Council member Ford requested Mr. Warren Lee from the Department of Public Works be present at the first reading at full Council to address concerns with sidewalks, curbs and gutters • as well as other concerns with the application for this request.
