J�(Y OFN, . <br /> COUNTY OF HAWAII -.*.e.A 1•; STATE OF HAWAII <br /> 1f,T[OF•MF'�' <br /> RESOLUTION NO. 51 13 <br /> A RESOLUTION URGING THE NATIONAL ASSOCIATION OF COUNTIES TO <br /> SUPPORT CONTINUED FEDERAL FUNDING FOR THE COMMUNITY <br /> DEVELOPMENT BLOCK GRANT PROGRAM. <br /> WHEREAS, the Community Development Block Grant (CDBG) program is authorized <br /> by Title I of the Housing and Community Development Act of 1974, as amended; and <br /> WHEREAS, the CDBG program seeks to promote viable urban communities by <br /> providing decent housing, a suitable living environment, and expanded economic opportunities <br /> for persons of low and moderate income; and <br /> WHEREAS, under the current formula, Hawai`i County receives about $2,500,000 in <br /> CDBG funds per year to fill essential community needs; and <br /> WHEREAS, CDBG funds must benefit 51 percent or more of low- and moderate- <br /> income families in the area; and <br /> WHEREAS, the CDBG program is a flexible program that provides communities with <br /> resources to address a wide range of unique community development needs; and <br /> WHEREAS, the potential future budget cuts to the CDBG program would have a <br /> negative effect on communities nationwide; and <br /> WHEREAS, the National Association of Counties (NACo) Legislative Conference will <br /> convene March 2-6 in Washington, D.C.; and <br /> WHEREAS, the NACo Legislative Conference will consider a resolution supporting <br /> continued funding for the CDBG program; and <br /> WHEREAS, funding for the CDBG program will help the citizens of the County of <br /> Hawai`i and other communities across the United States build communities and recover from the <br /> recent economic downturn; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the <br /> National Association of Counties is urged to approve a resolution supporting continued federal <br /> funding for the community development block grant program. <br />
