No. 88/Bill No. 31 <br />Your Committee on Finance, to which was referred Bill No. 31, reports as follows: <br />Bill No. 31, transmitted by Council Member Brenda J. Ford via Communication No. 88, dated <br />January 15, 2013, amends Ordinance No. 12 -87, as amended, relating to public improvements and <br />financing thereof for the fiscal year July 1, 2012 to June 30, 2013. The amendment is as follows: <br />PARKS AND RECREATION: <br />Kahuku Park Improvements - Phase I, Water System Improvements <br />(110.599.5598.81) $ 60,000 <br />Funds for this appropriation increase shall be provided from: <br />General Obligation Bonds, Capital Projects Fund - Fund Balance <br />and/or other Sources $ 60,000 <br />The proposed bill will address public health and safety concerns by providing an ample source of <br />potable water for drinking, irrigation, and for an auxiliary source during emergencies. <br />Pursuant to Section 10 -6(d), Hawai`i County Charter, the Council may amend the Capital Budget for <br />that year with a two - thirds vote. <br />A proposed amendment was transmitted via Communication 88.1 by Council Member Brenda J. Ford, <br />dated January 31, 2013. The amendment was approved unanimously. The amendment increases the <br />budget from $60,000 to $200,000. <br />Ms. Ford stated the need for potable water and the implementation of a water meter, a 5 -10 thousand <br />gallon tank, a pump, and water lines. Ms. Ford further noted that Kahuku Park is the only park in the <br />Ocean View area, and it was built on County land by the community. <br />Mr. Ilagan informed his colleagues that that the Fire Department could tap into this project's water <br />supply. <br />FC Report No. 31 <br />
