REPORT OF THE COMMITTEE ON FINANCE DATE: February 19, 2013 Re: Comm. No. 118 PLACE: Council Chambers Kona, Hawai`i TIME: 11:16 a.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Finance, to which was referred Communication No. 118, reports as follows: Communication No. 118, transmitted by Mayor William P. Kenoi dated January 25, 2013, requests review and favorable recommendation of the nomination of Mr. David Heaukulani to the County of Hawai`i Pension Board. A lifelong resident of Hawai`i, Mr. Heaukulani is retired from the University of Hawai`i-Hilo, where he was employed as a lecturer. He states that he is an Elks Club Trustee and a member of the Hawai`i Joint Police Association. He is a member of the Democratic Party and currently serves as the Secretary of the Hawai`i County Democratic Party. If confirmed, he will serve a term to expire on December 31, 2014. Ms. Char Shigemura, Executive Assistant to the Mayor Kenoi, and Mr. Heaukulani came forward. She provided background information, expressed the Mayor's support, and requested Council's favorable action of this appointment. Mr. Heaukulani expressed his appreciation to the Council for their consideration of his appointment to the Pension Board. Mr. Kern asked to recuse himself for voting on this measure to avoid the appearance of impropriety. There were no objections by members of the Committee regarding Mr. Kern's request. Mr. Onishi commended Mr. Heaukulani's commitment towards volunteering time for the HI-PAL (Hawai`i Island Police Athletic League)program. Mr. Heaukulani is not required to be present at full Council for final confirmation. Pursuant to Chapter 6, §6-6.4, Hawai`i County Charter, there shall be a pension board consisting of five members who shall be appointed by the mayor and confirmed by the council in the manner prescribed in Section 13-4.
