No. 118 <br /> PLACE: Council Chambers <br /> Kona, Hawai`i <br /> TIME: 11:16 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Communication No. 118, reports as follows: <br /> Communication No. 118, transmitted by Mayor William P. Kenoi dated January 25, 2013, requests <br /> review and favorable recommendation of the nomination of Mr. David Heaukulani to the County of <br /> Hawai`i Pension Board. <br /> A lifelong resident of Hawai`i, Mr. Heaukulani is retired from the University of Hawai`i-Hilo, where <br /> he was employed as a lecturer. He states that he is an Elks Club Trustee and a member of the Hawai`i <br /> Joint Police Association. He is a member of the Democratic Party and currently serves as the <br /> Secretary of the Hawai`i County Democratic Party. If confirmed, he will serve a term to expire on <br /> December 31, 2014. <br /> Ms. Char Shigemura, Executive Assistant to the Mayor Kenoi, and Mr. Heaukulani came forward. She <br /> provided background information, expressed the Mayor's support, and requested Council's favorable <br /> action of this appointment. <br /> Mr. Heaukulani expressed his appreciation to the Council for their consideration of his appointment to <br /> the Pension Board. <br /> Mr. Kern asked to recuse himself for voting on this measure to avoid the appearance of impropriety. <br /> There were no objections by members of the Committee regarding Mr. Kern's request. <br /> Mr. Onishi commended Mr. Heaukulani's commitment towards volunteering time for the HI-PAL <br /> (Hawai`i Island Police Athletic League)program. <br /> Mr. Heaukulani is not required to be present at full Council for final confirmation. <br /> Pursuant to Chapter 6, §6-6.4, Hawai`i County Charter, there shall be a pension board consisting of <br /> five members who shall be appointed by the mayor and confirmed by the council in the manner <br /> prescribed in Section 13-4. <br /> FC Report No.33 <br />
