No. 118 <br /> PLACE: Council Chambers <br /> Kona, Hawai`i <br /> TIME: 11:16 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Communication No. 118, reports as follows: <br /> Communication No. 118, transmitted by Mayor William P. Kenoi dated January 25, 2013, requests <br /> review and favorable recommendation of the nomination of Ms. Arlene Waugh to the County of <br /> Hawai`i Pension Board. <br /> Ms. Waugh is a lifelong resident of Hawai`i. From 1982 to 2006, she was employed by the County <br /> of Hawai`i Office of the County Clerk as Legislative Information Reference Technician. She states <br /> that she is not affiliated with any political party. If confirmed, she will serve a term to end on <br /> December 31, 2015. <br /> Ms. Charmaine Shigemura, Executive Assistant to Mayor Kenoi, came forward with Nominee Waugh. <br /> She provided background information, expressed the Mayor's support, and requested Council's <br /> favorable action of this appointment. <br /> Ms. Waugh declared her willingness to serve and do her best as a member of the Pension Board. <br /> Several Council Members expressed support of Ms. Waugh's appointment to the Pension Board. <br /> Ms. Wille expressed concern for the absence of community service and personal references on <br /> Ms. Waugh's application. Ms. Waugh responded and confirmed her involvement with the church, and <br /> has many network affiliations with the County of Hawai`i. <br /> Corporation Counsel Lincoln Ashida appeared before Your Committee and affirmed that a County <br /> retiree is allowed to be a member of the Pension Board, with no restriction or prohibition, as verified <br /> by the County Charter and the State and County Pension Board's current rules and regulations. <br /> Mr. Onishi thanked Ms. Waugh for her 30 plus years of volunteer services to the Election's Division <br /> and for her years of service with the County of Hawai`i. <br /> Ms. Waugh is not required to be present at full Council for final confirmation. <br /> FC Report No.35 <br />
