(c) Commercial haulers shall either: <br />Pay all established refuse disposal fees at the time of depositingrefuse <br />efuse <br />into the landfill(s) or <br />Make payments as provided in subsection (b), but only after posting <br />collateral in the amount equal to a normal thirty day billing_ period. The <br />computation of the amount of collateral required shall be determined by <br />multiplying the number of tons per month by one and one-half times the <br />per ton solid waste disposal charge. Collateral shall be deposited with <br />the department of environmental management in the form of cash, <br />certified check or equivalent security approved by the department." <br />SECTION 3. Material to be repealed is bracketed and stricken. New material is <br />underscored. In printing this ordinance, the brackets, bracketed and stricken material, <br />and underscoring need not be included. <br />SECTION 4. If any provision of this ordinance or the application thereof to any <br />person or circumstance is held invalid, such invalidity shall not affect other provisions or <br />applications of the ordinance, which can be given effect without the invalid provision or <br />application, and to this end, the provisions of this ordinance are declared to be severable. <br />SECTION 5.
