�JM`v o\H,1��, •,, <br /> ai <br /> COUNTY OF HAWAII : •:6 '—'=�.�/ • STATE OF HAWAII <br /> �rf OF•N'•� <br /> RESOLUTION NO. 84 13 <br /> A RESOLUTION URGING THE 2013 HAWAII STATE LEGISLATURE TO ADDRESS <br /> THE SOLVENCY OF THE HAWAII ELECTION CAMPAIGN FUND, AND <br /> REQUESTING THE CAMPAIGN SPENDING COMMISSION TO ENSURE THAT <br /> PUBLIC FUNDING IS AVAILABLE TO CANDIDATES AT LEAST IN THE PRIMARY <br /> ELECTION. <br /> WHEREAS, the Hawai`i Election Campaign Fund was created by the 1978 <br /> Constitutional Convention and ratified by voters that same year as Article II, Section 5 of the <br /> Hawai`i State Constitution; and <br /> WHEREAS, pursuant to this Constitutional amendment, the Hawai`i State Legislature <br /> was directed to "establish a campaign fund to be used for partial public financing of campaigns <br /> of the State and its political subdivisions," which was enacted by the 1979 legislature as a trust <br /> fund for that purpose; and <br /> WHEREAS, the primary revenue source of the Hawai`i Election Campaign Fund is the <br /> three-dollar voluntary income tax check-off authorized by Section 235-102.5, subsection (a) of <br /> the Hawai`i Revised Statutes; and <br /> WHEREAS, inflation adjusted receipts from the income tax check-off declined <br /> significantly from $395,270 in Fiscal Year 1992 to $190,480 in Fiscal Year 2008, representing a <br /> drop in public support for the outdated and ineffective partial public election funding program, <br /> which dispensed only $6,335 in 2012; and <br /> WHEREAS, receipts from the state income tax check-offs to the Hawai`i Election <br /> Campaign Fund have increased since the enactment of the Hawai`i County Council Pilot <br /> Comprehensive Election Funding Program from $190,480 in Fiscal Year 2008 to $223,380 in <br /> Fiscal Year 2011; and <br />
