HomeMy WebLinkAboutRES 088 Draft 01 2012-2014 COUNTY OF HAWAII ' •���' '��+- STATE OF HAWAII ,TE OF NF'J_, RESOLUTION NO. 88 13 RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE UNIVERSITY OF HAWAII - OFFICE OF RESEARCH SERVICES, PURSUANT TO HRS 46-7, FOR A GRANT TO FUND THE PURCHASE OF MATERIALS FOR ROAD MAINTENANCE ALONG KEANAKOLU ROAD (MANA ROAD) WHEREAS, the University of Hawaii — Office of Research Services, has authorized a state funded grant to be used by the Department of Public Works; and WHEREAS, the funds will be used to purchase materials for road maintenance along Keanakolu Road (Mana Road), the main road to the Mauna Kea Watershed Alliance project site; and WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that County departments obtain the consent of the Council to enter into agreements with the Federal or State governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend, and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, in accordance with section 46-7, Hawaii Revised Statutes, that the Mayor of the County of Hawaii is authorized to execute, on behalf of the County, an agreement, as described in the grant proposal, attached hereto and incorporated herein by reference as "Exhibit A", and related documents with the University of Hawaii, to enable the County to receive this grant to purchase materials for road maintenance along Keanakolu Road (Mana Road). BE IT FINALLY RESOLVED that the County Clerk of the County of Hawaii shall transmit copies of this resolution to the Office of the Mayor, the Finance Department, and the Department of Public Works. The MKWA on-the-ground projects include provide funds to inspect and maintain the Mauna Kea Forest Reserve(MKFR)and Kanakaleonui Bird Corridor(KBC) fence-lines,manage ungulates at KBC, provide funds to Department of Hawaiian Home Lands (DHHL)to control Ulex europaeus(gorse)at the headwaters of the Wailuku River, conduct plant surveys of Kamehameha Schools lands within MKWA bounds,and continue to develop the MKWA education and outreach program through participation in community events as well as by providing field and service learning trips to Mauna Kea. Additionally we seek funds to create the Mauna Kea Weed Management Plan and to support the completion of the gorse moth environmental assessment(EA). The MKWA will coordinate with the County of Hawaii to place mile markers and provide funds for materials for Public Works to do road maintenance along Keanakolu Road,our main access route for field work. Coordination of Watershed Partnership Activities 1. Coordination of watershed management activities,Inter-agency coordination and infrastructure for priority areas threatened by fire. a. Provide salary support to develop the Mauna Kea Weed Management Plan i. Consolidate weed information of all partners as well as public information within MKWA bounds on weed locations, composition, and access. ii. Make recommendations on landscape scale weed management. b. Keanakolu Road mile-marker project i. Establish mile markers along Keanakolu Road as general reference points and in the case of emergencies(i.e. fire calls, health emergencies, etc.). c. Keanakolu Road maintenance i. Develop relationship with County of Hawaii Public Works to provide for sustainable funds to maintain the Keanakolu Road. ii. Improve roadway near Pu`u Loaloa, an area that commonly erodes, to be able to bring in equipment to improve Keanakolu Road. iii. Directly benefits three of the alliance partners;Hakalau Forest National Wildlife Refuge, Department of Hawaiian Home Lands, and Division of Land and Natural Resources. iv. County of Hawai`i Public Works highways maintenance has agreed to match with $15,000 labor. 2. Development of bio-control agents for targeted habitat-modifying weeds. a. Completion of the environmental assessment of the introduction to Hawaii of Cydia ulicetana(Lepidoptera: Tortricidae)a biological control agent for gorse with Richard Hill&Associates i. Provide salary, fringe, and some materials and supplies to complete EA. ii. See attached complete proposal from Richard Hill&Associates. The MKWA proposes to assist the Mauna Kea Forest Restoration Project with fence inspections and maintenance/repairs. The Kanakaleonui Bird Corridor is the first Mauna Kea Watershed Alliance on-the-ground project. Management includes fence inspections, trapping ungulates, and weed control. The corridor rests on Department of Hawaiian Home Lands (TMK: 338001009)and provides a wildlife corridor between the Hakalau Forest National Wildlife Refuge and Piha Forest Reserve up to the Mauna Kea Forest Reserve. U. europaeus (gorse) can be found throughout the area (TMK: 326018002) and is currently being managed by the Department of Hawaiian Home Lands. Controlling gorse at its source will reduce seed that is transported downstream through the Hilo Forest Reserve and eventually to Hilo town and set the foundation for future ecological restoration efforts. Reporting Reports will be provided digitally,in Word, Excel, and ArcGIS format, to the Watershed Partnerships Program, Division of Forestry and Wildlife (DOFAW),Department of Land and Natural Resources viaLisa.Ferentinos @hawaii.gov. All activities will be reported using the RFP WP13 Reporting Template provided in the RFP. For activities not covered by the template, the following information will be provided: a brief description of activities to date organized under each scope of work item, a summary of any challenges faced or changes made in approach, photos, GIS layers, and/or maps illustrating project activities. In addition, site visits by the DOFAW watershed partnership program staff will be coordinated with the project staff. Reports will include all expenditures and other leveraged funds to date. The final report will be all inclusive of project activities and performance of work conducted during the entire grant period. It will also include an updated summary of partnership accomplishments. This will be made available to the public.
