We ask permission of the Council to discuss this matter in <br /> closed executive session. <br /> This request is made pursuant to Section 92-5(a)(4) and (8), Hawai'i <br /> Revised Statutes, as amended (hereinafter"HRS"), and is made for the reason <br /> we anticipate discussion on questions and issues pertaining to the Council's <br /> powers, duties, privileges, immunities and liabilities in the hiring of special <br /> counsel and the enlargement of the present special counsel contract.
