Lee, P. E., Director Department of Public Works County of Hawaii. Dear Mr. Lee: SUBJECT: Kailua Village Design Commission Meeting of October 9, 2012 Applicant: Hawaiian Sign and Design for Starbucks Coffee Land Owner: RELO KONA, LLC Design Review of a proposed Sign Variance Application and Sign Permit Tax Map Key: 7-5-004:031 (COR-12-081154) This letter is to inform you that the Kailua Village Design Commission, at its October 9, 2012 meeting, voted to recommend to the Public Works Director and the Hawai`i County Council the approval of the above-referenced sign permit and sign variance applications as submitted. In making its favorable recommendation for the requested sign variance, the Commission took into consideration the fact that the applicant has proposed to omit all lettering from its signage facing both Kuakini Highway (southbound) and Henry Street through use of its corporate logo only. The Commission noted that the companion sign permit application will present appropriately designed lettering ("Starbucks Coffee") on the south side of the building only, and which lettering will be visible only to northbound vehicles and pedestrians. Particularly as the proposed three-foot diameter logo sign is to be mounted without any associated lettering, the Commission recognized that the round shape and size of the sign itself repeats and complements certain desirable architectural features of this new building. Should you have any questions, please contact Keola Childs of the Planning Department West Hawaii office at 323-4770. • e1y Shane P, 'tchens, Chair aiitreVillage Design Commission K:\KVDC\2012 Corresp\KVDC 10-9-12 Meeting175004031 LKVDC-Starbucks DPW.doc cc: Hawaiian Sign and Design Jai Ho Cheng, Building Division, Department of Public Works Hawaii County is an Equal Opportunity Provider and Employer j*7 : * BUILDING DIVISION - DPW ;t`-' , COUNTY OF HAWAI'I — 74-5044 Ane Keohokalole Hwy, Building E — Kailua-Kona, Hawaii 96740 Hilo Office (808) 961-8331 • Fax (808) 961-8410 Kona Office (808) 323-4720 • Fax (808) 327-3509 September 28, 2012 Memorandum TO: Keola Childs, Planning Department FROM: DAVID M. The photos are only meant to relay conceptual placement of the proposed signage. The proposed logo disc with two faces visible from two directions is well within the code limit of 15% of wall area. We are foregoing all word mark lettering on the tower element in favor of the commissioners' request for minimized signage, so the proposed signage is represented only in the brand logo blade sign. We are also removing the"Drive Thru" descriptor on the building at the commissioners' request and although this site has very limited parking, we hope that our customers will quickly realize this added drive-thru convenience over the current Kona Coast Shopping Center café-only store. The south elevation includes channel letters within code. Please note the temporary opening sign leaning up against the building that's constructed on standard 8' 2x4 posts and sitting in the unpaved drive thru lane. Though the proposed blade logo disc is above the code 9' height to grade, anything lower may risk interference with truck rooftops in the paved drive thru lane. Having the disc at this height also deters accidental damage or vandalism by making it more difficult to reach. Therefore, the proposed blade logo's bottom edge is to be installed level with the bottom edge of the roof eaves more as a matter of safety than aesthetics. The code provision for'letters and symbols' to be no higher than 9" is still restrictive for the brand logo: a 9" logo is smaller than a standard clock face and barely larger than a standard sheet of paper. At only 9", the brand logo is not recognizable from a distance greater than 10' and the set- backs of this building are at least 12' even for pedestrians. The customers are primarily vehicular for this business and using sight lines greater than 12', and so the limit of the brand logo to 9" without any additional word mark lettering from the same point of view is a hindrance to business generation in this case. Therefore,we respectfully request your consideration for the following variances to the KVDC code: 1. Exterior installed, double-sided internally lit logo disc at the corner of the tower element installed as blade sign viewed from both Kuakini Hwy and also Henry St with bottom edge at 10' above grade and top edge at 13' above grade, rather than under the 9' height per code 2. Same exterior installed, internally lit logo disc blade sign of 36" diameter(area of 9' squared, each side) rather than 9" per code I truly appreciate your dialogue, input and creative ideas to help keep Starbucks a positive contributor and neighbor in the Kona Village community. Thank you for your time.
