HEALY TO THE <br /> NATIONAL FREIGHT ADVISORY COMMITTEE. <br /> WHEREAS, the U.S. Department of Transportation is establishing a National Freight <br /> Advisory Committee (NFAC) and is soliciting nominations for membership; and <br /> WHEREAS, the NFAC will provide advice and recommendations to the U.S. Secretary <br /> of Transportation on matters related to freight transportation in the United States, including: (1) <br /> implementing the freight transportation requirements of the Moving Ahead for Progress in the <br /> 21st Century Act (MAP-21); (2) establishing the National Freight Network; (3) developing a <br /> National Freight Strategic Plan; (4) developing strategies to help states implement State Freight <br /> Advisory Committees and State Freight Plans; (5) developing measures of conditions and <br /> performance in freight transportation; (6) developing freight transportation investment, data, and <br /> planning tools; and (7) legislative recommendations; and <br /> WHEREAS, the U.S. Secretary of Transportation has requested nominations for NFAC <br /> membership to ensure a wide range of candidates and a balanced committee; and <br /> WHEREAS, committee members are expected to have varied perspectives on freight <br /> transportation and to balance the interests of many groups, including those of local elected <br /> officials; and <br /> WHEREAS, counties play an integral role in the movement of freight in the United <br /> States by owning and operating 44 percent of all public roads and highways, 228,026 bridges, <br /> 27 percent of public transit systems, and 30 percent of public airports; and <br /> WHEREAS, elected county officials play a key role in economic development efforts in <br /> their regions and in the development of new regional transportation infrastructure, as well as <br /> being actively involved in all of the nation's port authorities, metropolitan planning <br /> organizations, and development organizations; and <br /> WHEREAS, James D. Healy, board member for DuPage County, Illinois, serves as chair <br /> of the Transportation Steering Committee for the National Association of Counties (NACo), <br /> chair of NACo's Highways Subcommittee, Airport Subcommittee and Transit Subcommittee, <br /> and is a member of the board of directors for the National Association of Regional Councils; and <br />
