No. 103/Bill No. 33 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 11:05 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Planning, to which was referred Bill No. 33, reports as follows: <br /> Bill No. 33, transmitted by Mayor William P. Kenoi, via Communication No. 103, dated <br /> January 11, 2013, forwards a favorable recommendation from the Leeward Planning <br /> Commission amending Ordinance No. 07-160 which amended Ordinance No. 97-56, which <br /> reclassified lands from Agricultural-5 Acres (A-5a)to Single Family Residential-10,000 Square <br /> Feet (RS-10) at Kalaoa 4` ,North Kona, Hawai`i, covered by Tax Map Key 7-3-028:082— 102 <br /> formerly (7-3-010:037) (Applicant: RS 10 Kalaoa, LLC). This is a request for a 5-year time <br /> extension to comply with Condition D (final subdivision approval) and Condition J (fair share <br /> requirements). <br /> The applicant is in the process of subdividing and developing a total of 31 residential lots. <br /> Increment I has been completed, which consists of 20 lots. The deadline to secure Final <br /> Subdivision Approval for Increment II under Change of Zone Ordinance No. 07-160 was <br /> October 19, 2012. The applicant had every intention of trying to meet the current deadline based <br /> on the completion of a number of conditions, but given the current serious economic slump; the <br /> applicant felt it was not feasible and not prudent to move forward with the project at this time <br /> considering current construction costs. <br /> Although this request is for amendments to Conditions D (final subdivision approval) and <br /> Condition J (fair share requirements) there was also some concerns expressed with regards to <br /> Condition K (affordable housing requirement). <br /> For informational purposes, this item was postponed on February 19, 2013 to allow Council <br /> members time to get more information from the Hawai`i Housing Authority. <br /> PC Rept.
