No. 182 /Bill No. 45 <br />PLACE: Council Chambers <br />Kona, Hawaii <br />TIME: 5:18 p.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Finance, to which was referred Bill No. 45, reports as follows: <br />Bill No. 45, transmitted by Council Member Brenda J. Ford, via Communication No. 182 dated <br />March 7, 2013, amends Ordinance No. 12 -87, as amended, relating to public improvements and <br />financing thereof for the fiscal year July 1, 2012 to June 30, 2013. The amendment is as follows: <br />PARKS AND RECREATION <br />Ocean View Park & Ride Bus Lot <br />(Land, Street Light, and Bus Shelter) <br />(110.399.5398.40) $ 94,000 <br />Funds for this appropriation increase shall be provided from: <br />General Obligation Bonds, Capital Projects Fund -Fund Balance <br />and /or Other Sources $ 94,000 <br />The proposed bill adds the Ocean View Park & Ride Bus Lot project for $94,000 to the Capital <br />Budget. The funds will be used to purchase property for a permanent bus station and park and <br />ride location, and design and construction of the facility and placement of a street light. <br />Ms. Ford informed the Council Members that the proposed land site for this project is the <br />existing Park and Ride Bus Lot location which is currently being leased by the County. She <br />added that the owner of the property would be willing to negotiate to sell it to the County. <br />Furthermore, Ms. Ford noted that a street light, bus shelter, and slab for ADA access would make <br />it safer for the community and provide protection from the wind. <br />Pursuant to Section 10 -6(d), Hawai`i County Charter, the Council may amend the Capital Budget <br />for that year with a two - thirds vote. <br />FC Report No. 49 <br />
