No. 197 /Res. No. 86 -13 <br />Your Committee on Finance, to which was referred Resolution No. 86 -13, reports as follows: <br />Resolution No. 86 -13, transmitted by Finance Director Nancy Crawford, via Communication No. 197 <br />dated March 8, 2013, authorizes the payment of funds of a later fiscal year and of more than one fiscal <br />year for a multi -year lease for one (1) multi - function copier for the Department of Parks and Recreation. <br />The copier will be used by the Coordinated Services for Elderly section at the Aging and Disability <br />Resource Center. <br />Mr. Kanuha expressed that doing individual leases would cost the County more money. He suggested <br />having an agreement, with one company, would help bring costs down. <br />Mr. Onishi stated that the County departments and divisions currently have different copiers and printers <br />which may not be cartridge compatible. Streamlining to one type of copier and printer may help save <br />money and be more compatible and useful to the County. <br />Finance Director Nancy Crawford agreed that a bid process could be a possibility due to the history of <br />continuous replacement of copiers; however, she noted that the departments have unique requirements <br />based on volume and use. She confirmed that there has been discussion on this issue. <br />Pursuant to Section 10 -11, Hawaii County Charter, any contract, lease or other obligation requiring <br />payment of funds from the appropriations of a later fiscal year or of more than one fiscal year shall be <br />made or approved by resolution. <br />Your Committee on Finance is in accord with the purpose and intent of Resolution No. 86 -13, and <br />recommends its adoption. <br />sc <br />Respectfully submitted, <br />COMMITTEE ON FINANCE <br />VALERIE T.
