J�SY OF N\I;/;l <br /> COUNTY OF HAWAII if‘s 1 STATE OF HAWAII <br /> RESOLUTION NO. 102 13 <br /> A RESOLUTION URGING THE 2013 HAWAII STATE LEGISLATURE TO SUPPORT <br /> FUNDING TO REOPEN KULANI CORRECTIONAL FACILITY AND PASS <br /> LEGISLATION SUCH AS HOUSE BILL 200 HD1 SD1, RELATING TO THE STATE <br /> BUDGET. <br /> WHEREAS, on August 24, 2012, Governor Abercrombie released funding to reactivate <br /> the Kulani Correctional Facility (KCF); and <br /> WHEREAS, the Hawai`i National Guard's Youth CHalleNGe Academy has had use of <br /> the dormitories and the kitchen\dining facilities to keep them in continuous use; and <br /> WHEREAS, all mechanical, electrical, fire alarm, and sprinkler systems have been <br /> maintained since KCF closed; and <br /> WHEREAS, reopening KCF would return up to 200 of Hawai`i's prisoners currently <br /> incarcerated in private prisons on the mainland; and <br /> WHEREAS, according to Hawai`i Department of Public Safety Director Ted Sakai, the <br /> reopening of KCF will return more than $4.7 million to the local economy and create up to 90 <br /> new jobs; and <br /> WHEREAS, Mr. Sakai supports adding programming to the facility that provides a link <br /> to the Hawaiian culture, values and history such as a Pu`uhonua alternative program; and <br /> WHEREAS, the proposal to integrate a Pu'uhonua alternative program would <br /> incorporate Hawaiian cultural traditions in preparation for reintegrating prisoners to be released <br /> from prison; and <br /> WHEREAS, an agricultural garden would provide both food and vocational training <br /> including skills in gardening and landscaping; and <br /> WHEREAS, the Hawai`i County Council supports the reopening of KCF with a <br /> Pu`uhonua alternative program; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the <br /> 2013 Hawai`i State Legislature is hereby urged to fund the reopening of the Kulani Correctional <br /> Facility by passing Legislation such as House Bill 200 HD1 SD1. <br />
