+VV OF ,' <br /> COUNTY OF HAWAII 4 ' 't •,: STATE OF HAWAII <br /> �TF 0i N+.�1 ,. <br /> RESOLUTION NO. 101 13 <br /> RESOLUTION AUTHORIZING THE MAYOR OF THE COUNTY OF HAWAI'I TO <br /> EXECUTE AND SUBMIT THE 2013 ACTION PLAN AND ALL OTHER RELATED <br /> DOCUMENTS TO THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN <br /> DEVELOPMENT FOR THE 2013 COMMUNITY DEVELOPMENT BLOCK GRANT <br /> AND TO THE STATE'S HAWAII HOUSING FINANCE AND DEVELOPMENT <br /> CORPORATION FOR THE HOME INVESTMENT PARTNERSHIPS PROGRAMS.. <br /> WHEREAS,the County of Hawaii is a direct recipient of federal Community Development <br /> Block Grant(CDBG) Small Cities Program funds from the United States Department of Housing and <br /> Urban Development(HUD); and <br /> WHEREAS,the County of Hawai'i anticipates a 2013 CDBG allocation of$2,500,000. In <br /> addition the County anticipates receiving$75,000 of program income from the Residential Emergency <br /> Repair Program for a total of$2,575,000 of CDBG monies; and <br /> WHEREAS, last year the State implemented a new method in allocating the HOME program <br /> funds. The HOME program funds were allocated on a three year rotation basis beginning with Hawai'i <br /> County followed by Kauai County and Maui County. The designated County will receive the entire <br /> allocation of HOME funding, less 2.5%of the allowable administrative funding which will be retained by <br /> the State's Hawaii Housing Finance and Development Corporation (HHFDC)to cover program <br /> administrative expenses; and <br /> WHEREAS,the County is a State recipient of the HOME Investment Partnerships(HOME) <br /> Program, and received the full allocation of$2,925,000 for the 2012 HOME program,thus the County <br /> will not receive any HOME funds until 2015. Because the County of Hawaii is not receiving any HOME <br /> funds for 2013 the County has not requested any project proposals. However,the County anticipates <br /> receiving approximately$25,000 of program income; and <br /> WHEREAS, it is required by HUD that before the County of Hawaii receives its 2013 CDBG <br /> allocation,the County shall submit its yearly Action Plan as required by the Consolidated Plan;and <br /> WHEREAS,the Action Plan is a yearly plan that includes the actual projects and activities that <br /> will be carried out with the County's 2013 CDBG funds; and <br /> WHEREAS,the CDBG projects and activities must meet the priorities and objectives as <br /> described in the Consolidated Plan; and <br /> WHEREAS, it is required by HUD that the County of Hawai'i submit certifications assuring <br /> conformance to related rules,regulations and laws of the CDBG and HOME Programs; and <br /> WHEREAS, a timely submission of the Action Plan for CDBG and HOME funds, in accordance <br /> with appropriate federal regulations, is necessary. <br />
