COUNTY OF HAWAII - -Ii't '% _•- STATE OF HAWAII <br /> RESOLUTION NO. 103 3 13 <br /> A RESOLUTION URGING THE MAYOR TO INITIATE AN AMENDMENT TO THE <br /> FISCAL YEAR 2012-13 OPERATING BUDGET TO APPROPRIATE $500,000 FROM <br /> THE CURRENT FUND BALANCE TO THE HAWAII FIRE DEPARTMENT'S <br /> CURRENT OPERATING BUDGET. <br /> WHEREAS, the Council's highest priority is public safety for residents and visitors <br /> alike; and <br /> WHEREAS, the Hawai`i Fire Department provides a broad range of all-hazard response <br /> services beyond the role of traditional firefighting, including ocean and land-based rescue <br /> services, emergency medical services, hazardous materials response services, fire prevention, <br /> and educational services; and <br /> WHEREAS, in this critical area of public safety, the County Council believes that at this <br /> time the Hawai`i Fire Department is unable to provide an acceptable level of service for the <br /> duration of the fiscal year 2012-2013 budget period; and <br /> WHEREAS, the County Council believes that without immediate additional funding the <br /> strain on the Hawai`i Fire Department staff will be exacerbated; and <br /> WHEREAS, by way of example, there is an immediate need to provide additional <br /> lifeguard coverage at public beaches, including at Punalu'u, and to immediately make <br /> arrangements for additional essential emergency and fire equipment; and <br /> WHEREAS, in order to begin addressing identified safety needs, the County Council <br /> believes the Hawai`i Fire Department's fiscal year 2012-13 operating budget should immediately <br /> be supplemented; now, therefore, <br />
