Re: Operating Budget
The State of Hawai`i Department of Health, Alcohol and Drug Abuse Division is providing
$12,000 of additional funding to the Hawai`i Police Department's program to conduct
enforcement operations to prohibit sales of tobacco to minors. They are also providing an
extension of time to conduct this program until July 31, 2014.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating the
additional funds into the Hawai`i Police Department's account for this program.

Health Alcohol and Drug Abuse Division. Modification of agreement will extend performance period from
August 1, 2013 to July 31, 2014 and appropriate additional funding by $12,000.

Effective August 1, 2013,the parties mutually agree that PROVIDER shall continue to provide
Enforcement of the State Law Prohibiting Tobacco Sales to Minors in the County of Hawaii with
the following modifications:
1. Attachment— 1, Scope of Services.
"a. Conduct a minimum of eight(8)enforcement operations using
plainclothes officers to observe tobacco purchase attempts by minor volunteers and cite
retail store personnel who are found making illegal sales to minors; four(4)of the above
operations should be concentrated in East Hawaii and the other four(4) operations should
be concentrated in West Hawaii."
2. Attachment—2, Time of Performance.
In accordance with paragraph 3 of Attachment—4, Other Terms and Conditions,the time
of performance is extended by an additional twelve(12)months, from August 1, 2013,to and
including July 31, 2014.
3. Attachment—3, Compensation and Payment Schedule.
The total compensation amount is increased by"$12,000.00"of tobacco settlement funds
for fiscal year 2014 from"$8,000.00"to "$20,000.00." Final invoices shall be submitted by
September 15, 2014.
4. All other terms and conditions of the Agreement shall remain the same.
