There is also a significant amount of both state and private <br /> lands available for farming with easy access to transportation infrastructure including an <br /> international airport and deep draft harbor facilities.The USDA's Pacific Basin Agricultural <br /> Research Center is based in Hilo and offers state of the art food science and research <br /> services. HDOA,CTAHR and the University of Hawaii at Hilo are also poised to support such a <br /> facility. <br /> These funds would be expended by the County's Department of Research and Development <br /> through a Request for Proposal(RFP)process and be awarded to the applicant most likely to <br /> deliver such services in a responsible manner and in the shortest period in time. Applicants <br /> need to prove their capacity to deliver such a facility,explain the most ideal and accessible <br /> location as well as who their target user would be. Financial capacity to deliver non- <br /> governmental funds for the project will be a key consideration.
