REPORT OF THE <br /> COMMITTEE ON PUBLIC WORKS AND PARKS AND RECREATION <br /> REGARDING: Communication No 256/Bill No. 69 <br /> DATE: May 14, 2013 <br /> LOCATION: Council Chambers, Hilo, Hawai <br /> TITLE: An ordinance amending Chapter 14, Article 1, Section 14-1, of the <br /> Hawaii County Code 1983 (2005 Edition, as amended), relating to <br /> intoxicating liquors prohibited in certain public places. <br /> EXPLANATION: <br /> Your committee on Public Works and Recreation, to which was referred Bill No. 61, reports as <br /> follows: <br /> Bill No. 69, transmitted by council member Karen Eoff, via Communication No. 256, dated <br /> April, 19, 2013, amends Chapter 14, Article 1, Section 14-1, of the Hawai`i County Code 1983 <br /> (2005 Edition, as amended) relating to intoxicating liquors prohibited in certain public places. <br /> The purpose of the amendment is to prohibit intoxicating liquors from county parking lots and <br /> facilities including landscaping strips, stairwells and pedestrian passageways, internal roadways <br /> and roadways for ingress to and egress from such parking lot or facility. <br /> Your committee received testimonies in support of this measure from the Kailua Village <br /> Business Improvement District (KVBID) executive director Debbie Baker and board member <br /> Jim Moore, deputy prosecuting attorney Debbie Lawson, South Hilo Police Captain Robert <br /> Wagner and Mr. Gill Robinson. All testifiers agree that this amendment will clarify ambiguity <br /> and help enforcement of the statute by identifying specific areas where intoxicating liquors are <br /> prohibited. <br /> Council member Karen Eoff stated that the existing ordinance does not include the specific areas <br /> sought to be added on the amendment .
