REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: June 4, 2013 Re: Comm. No. 289/Bill No. 85 <br /> PLACE: Council Chambers <br /> Kona, Hawai`i <br /> TIME: 1:34 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Bill No. 85, reports as follows: <br /> Bill No. 85,transmitted by Finance Director Nancy Crawford, via Communication No. 289 dated May 16, <br /> 2013, amends Chapter 24, Article 4, of the Hawaii County Code 1983 (2005 Edition, as amended), <br /> relating to fees. <br /> The bill would raise the vehicle weight class for all classes of vehicles, including the minimum tax for <br /> said vehicles; and raises the annual registration fee for all vehicles. <br /> Finance Director Nancy Crawford appeared before Your Committee for questions. She confirmed that <br /> the vehicle registration fee increase for the 2013-2014 budget will bring in an additional income of <br /> $895,000 to the General Fund. She also indicated that the vehicle weight tax increase, as reflected in the <br /> current budget, will provide an estimated $1.9 million to the Highway Fund, and the majority of the funds <br /> will be used for Mass Transit. <br /> She then explained that enforcement of non-collected vehicle weight tax and registration fees is not <br /> part of the Finance Department's responsibilities. The Vehicle Registration staff will attend to <br /> customers whose checks do not clear. Registration stickers are used by the Police Department to help <br /> identify non-registered vehicles; however, an exact percentage of non-registered vehicles on the road <br /> are hard to determine. <br /> Deputy Corporation Counsel Craig Masuda appeared before Your Committee and confirmed that the <br /> County is allowed to increase vehicle registration fees beyond what is in the State's statutes.
