Mr. Payne is a six year resident of Kailua Kona, although he bought a home here in <br /> 1998 and had travelled back and forth since then. He is currently retired, and has 34 years of <br /> experience with the County of San Bernardino, California in the fields of Community <br /> Development, grants and land use planning. Mr. Payne was also the Interim Director and <br /> Deputy Director for the Department of Community Development & Housing. <br /> Mr. Payne is currently the treasurer and a member of the Board of Directors for the Pines at <br /> Kailua-Kona I Association of Apartment Owners. His earlier experience as staff with the <br /> Planning Department and later as Interim Director for the Department of Community <br /> Development & Housing would add to the depth of the KCDP Action Committee. If confirmed, <br /> Mr. Payne will replace Matt Binder, and will serve a 4-year term to expire in 2017. <br /> Should you have any questions or concerns, please call me at your convenience.
