In connection with these powers, <br /> 4 each county may impose and enforce liens upon the <br /> 5 property for the cost to the county of removing and <br /> 6 completing the necessary work where the property <br /> 7 owners fail, after reasonable notice, to comply with <br /> 8 the ordinances. The authority provided by this <br /> 9 paragraph shall not be self-executing, but shall <br /> 10 become fully effective within a county only upon the <br /> 11 enactment or adoption by the county of appropriate and <br /> 12 particular laws, ordinances, or rules defining "public <br /> 13 nuisances" with respect to each county' s respective <br /> 14 circumstances.
